INFORMATION The Marine Corps Logistics Base, Barstow, CA., intends to procure 800 Mhz Radio Access through San Bernardino County, CA. Qualified persons may identify their interest and capability by responding to the requirement or by submitting a proposal. This Notice of Intent is not a request for competitive proposals. However, the government will consider all proposals received within 5 days after date of publication of this synopsis. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This solicitation document and incorporated provisions and clauses are those in effect through the June 12, 2008 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-26. This acquisition is NOT a small business set-aside and the NAICS code is 921130. This announcement constitutes the formal Request for Quotation (RFQ) and no additional written solicitation WILL be issued.
It is the intent of the National Library of Medicine (NLM), to negotiate on a sole source basis with the University of Maryland Health Sciences and Human Services Library offsite storage and collection access services for the History of Medicine Divisions Archives and Modern Manuscripts program.
The University of Maryland-Baltimore Health Sciences and Human Services Library originated in 1813. With an eye toward mastering the accelerated demands of the information future, the newly constructed Health Sciences and Human Services Library opened in 1998 in an unprecedented, multi-functional, comprehensive library/information services facility. It also serves as the Regional Medical Library for the Southeastern/Atlantic Region, one example of its close administrative ties to the NLM. The new Health Sciences and Human Services Library at the University of Maryland is one of the most sophisticated library/information technology centers in the countryit is also the largest medical library on the East Coast. The 190,000-square-foot building serves the University's health and human services professional campus, a specialized training ground for physicians, dentists, pharmacists, lawyers, and nurses. A heavily computer-driven building, the new facility merges the traditional library with the Computer Science Department of the University. Other components of the building include administrative offices, classrooms, computer laboratories, and demonstration rooms, as well as display and storage space for the University's collection of rare and historical medical books, and a large meeting and special events room.
The library currently stores over 7,300 cubic feet of NLM archival collections. It offers secure underground storage space with archival quality compact shelving. The space is climate controlled and access is limited to 3 full-time library staffers. An environmental survey was conducted by NLM archives and modern manuscripts and preservation section staff and the facilities met or exceeded our specifications. The library offers processing workspace within the storage area itself and a second fully equipped workstation within its general administrative office space. The facility is managed by a full time library staffer who will be the main point of contact for the project officer. Located within 50 miles of the NIH campus in downtown Baltimore, its close proximity will facilitate transporting materials from NLM, onsite access by the project officer, and communication with University of Maryland facilities management and senior administrative staff.
The award will be for a Base Year with four (4) successive one-year option periods. All proposals received within fifteen (15) days from the date of publication of this synopsis will be considered by NLM. NLM Synopsis No. NLM-08-182-UHP. EMAILS AND FACSIMILES WILL NOT BE ACCEPTABLE. Firms interested in responding to this notice must be able to provide the professional services required by NLM. The Program Executive Office (PEO) - Defense Health Management System's (DHMS) Chief Financial Office (CFO) is seeking information on contractor interest in providing innovative and transformational business strategies to align the CFO office with broader PEO-DHMS strategy. The CFO seeks to transform into a world-class financial office that integrates and operationalizes the best practices of Government and leading information technology companies.
The CFO seeks innovative solutions to problems in the following areas:
Consolidation and integration of financial planning and analysis (FP&A), budget management, and budget execution support within the CFO office to maintain efficient, effective fiscal stewardship, making every dollar count
PEO DHMS lacks access to timely financial information to support decision making across the acquisition process (portfolio and product planning, relationship development, execution)
Financial controls are not consistently applied across the portfolio to ensure efficient, standard compliance with FISCAM requirements
Financial data is considered company proprietary (Trade Secrets Act), but access to those data is required across the CFO functions
The CFO is contemplating the award of an Other Transaction Authority Agreement in accordance with 10 USC § 4022. The CFO is seeking responses from non-traditional defense contractors as defined as an entity that is not currently performing and has not performed, for at least the one-year period preceding the solicitation of sources by the Department of Defense for the procurement or transaction, any contract or subcontract for the Department of Defense that is subject to full coverage under the cost accounting standards prescribed pursuant to section 1502 of title 41 and the regulations implementing such section (10 USC § 3014).

Anticipated Award: The solicitation for this effort may result in single or multiple awards. The resulting contract may be an Other Transaction Authority Agreement if market research supports that strategy.

REQUIREMENT: The General Services Administration, on behalf of INTERNAL REVENUE SERVICE, desires to lease approximately 4,966 rentable square feet, which shall yield a minimum of 4,318 ANSI/BOMA square feet (previously usable), to a maximum of 4,749 ANSI/BOMA square feet. The office space should be fully serviced, first-class, air-conditioned office and related space, together with two (2) secured parking spaces with 24-hour/7-day-a-week access within the same block as the offered Building. The office space must be contiguous. The site must be located within the limits of the City of Chico.
LEASE TERM: 15 years, 7 years firm. The Government shall have the right to terminate the lease, entirely or in part, after the firm term on 120 days written notice to the Lessor.
OCCUPANCY: Occupancy is required no later than October 2009.
ECONOMICS: This requirement will be evaluated against and compete with the Governments existing office location. The Government is interested in relocating ONLY IF the alternative space is economically advantageous after taking into consideration total costs of each competing location. Such costs include, but are not limited to moving, all necessary alterations, and purchase/installation of data-telecom.
STANDARD CONDITIONS AND REQUIREMENTS:
The space offered must be fully serviced in a quality building of sound and substantial construction, either a new, modern building or one that has undergone restoration or rehabilitation for the intended use.
The building and the leased space shall be accessible to workers with disabilities in accordance with the Americans with Disabilities Act Accessibility guidelines and the Uniform Federal Accessibility Standards. Wherever standards conflict, the more stringent shall apply.
The leased space shall be free of all asbestos containing materials, except undamaged asbestos flooring in the space, undamaged boiler or pipe insulation outside the space, in which case an asbestos management program conforming to EPA guidance shall be implemented. The space shall be free of other hazardous materials according to applicable Federal, State, and local environmental regulations. Additionally, the building must conform to Life Safety Performance Level of ICSSC RP 6. Further, the space must be altered to meet the Governments requirements.
Expressions of interest should be submitted to the following person and address in writing, via e-mail, or via fax, and should provide all of the following information:
1. Building name and address.
2. Rentable and usable square feet offered, including floorplate size and floorplan.
3. Method of measurement used to determine rentable square footage.
4. Common Area Factor (load factor) for available space.
