The VA Long Beach Network 22 Logistics Office, 5901 East Seventh Street, Long Beach, California, intends to enter into a contract that will require justification for other than full and open competition. 2. The request is being procured exclusive of competition from a specific vendor. 3. VA San Diego Healthcare System, Public Affairs Department, is requesting sole source procurement with SeaWorld for opening ceremony of the National Veterans Summer Sports Clinic. The estimated amount is $53,632.00 ($10,726.00 to be paid via credit card for applications processing). 4. The service is being procured under the authority of 41 U.S.C. (c) (1), FAR Part 6.302-1. This authority applies when supplies or services required by the agency is available from one responsible source and no other type of supplies or services will satisfy the agency requirements. 5. The National Veterans Summer Sports Clinic works with Veterans who have the following injuries; burns, traumatic brain injury, post traumatic stress disorder, amputee, spinal cord injury, and visual impairment. SeaWorld makes exceptional accommodations for all participants and volunteers with the SSC. The park allows all of the wheelchair buses, contracted transportation buses, and volunteer transportation to park very close to the entrance. The park has many sanitary ADA batoom accommodations, ADA venue access, and ADA seating. Many participants live with traumatic brain injury and post traumatic stress disorder. SeaWorld closes its doors, and allows the SSC to have a private opening ceremony. The park understands how crucial it is to provide an environment that compliments mental and emotional stability. SeaWorld San Diego is the only venue that meets all the requirements for the 2009 National Veterans Summer Sports Clinic. 6. This procurement was synopsized as required by FAR Part 5. 7. The anticipated cost is fair and reasonable to the government based on using service estimate. 8. A market survey was not conducted as stated in line #4 and line #5 above. 9.
