About this vehicle
The New York State Office of General Services (OGS) Road Salt, Treated Salt, & Emergency Standby Road Salt statewide contract provides comprehensive procurement solutions for snow and ice control across New York State. The vehicle covers three primary salt product categories: untreated Road Salt (Rock Salt), Treated Salt Type 1, and Treated Salt Type 2, with each type engineered for specific winter maintenance requirements. Sodium chloride-based products are treated with corrosion-inhibited liquid magnesium chloride and organic performance enhancers, designed to improve road treatment effectiveness while minimizing environmental impact. These products are available for use by state agencies, counties, municipalities, school districts, and other political subdivisions to support critical winter infrastructure maintenance.
The contract encompasses six prime contractors: American Rock Salt LLC, Apalachee LLC, Atlantic Salt Inc, Cargill Incorporated, Compass Minerals America Inc, and Morton Salt Inc. The statewide vehicle covers all 62 counties in New York, with a contract period from September 20, 2024, to August 31, 2025. The contract is structured as a filed requirement contract, mandating that authorized users purchase 50% of their filed salt requirements, with pricing adjustments triggered when deliveries exceed 120% of filed requirements. The estimated annual contract value is approximately $240,000,000, with minimum order quantities set at 22 tons. Notably, the contract includes Minority and Women-Owned Business Enterprise (MWBE) participation goals of 30% for specific counties.
The individual Indefinite Delivery Vehicles (IDVs) are distributed across six contract numbers (PC70460 through PC70465), each awarded to a different contractor. The IDVs collectively represent a comprehensive salt procurement solution with consistent terms across awards. Each IDV includes identical performance periods, contract types (Commodity), and participation goals, providing authorized users flexibility in vendor selection. The contract pricing ranges from approximately $42.83 to $94.00 per ton for Rock Salt and $57.83 to $115.00 per ton for Treated Salt, depending on county and specific salt type. Monthly fuel price adjustments are calculated based on diesel fuel prices, ensuring fair and transparent pricing mechanisms throughout the contract period.
