About this vehicle
The Department of the Navy Naval Facilities Engineering Command awarded this six-prime Master IDIQ on February 13, 2020, for new construction, renovation, and repair of commercial and institutional buildings at naval installations in the San Diego metro area and broader Southwest region (California, Arizona, Nevada, Utah, Colorado, and New Mexico), with a shared ceiling of $99.999 million. Ordering closed on February 12, 2025, and the vehicle is now inactive.
The vehicle executed 42 task orders totaling $90.9 million in combined potential value, with $90.5 million obligated—100% of the vehicle's potential. Task orders ranged from the $5 thousand minimum guarantee to $7.3 million (ADNS Lab B-653 Construction). Order frequency accelerated in the final years: 2 orders in 2021, 5 in 2022, 7 in 2023, 10 in 2024, and 9 in 2025 through mid-September. All remaining awarded task orders mature by March 2027.
Patricia I. Romero, Inc. captured 57% of the portfolio (24 orders, $46.5 million potential value), with Dimensions Construction, Inc. holding 9 orders ($21.3 million) and Bristol Design Build Services, LLC executing 5 orders ($16.1 million). These three firms account for 38 of 42 awards. The customer base heavily favored Naval Facilities Engineering Command (27 orders, $51.5 million), followed by Navy Information Warfare Systems Command (6 orders, $20.4 million) and Marine Corps (3 orders, $3.6 million). Navy customers collectively represent roughly 93% of task-order count.
Set-aside mix shifted markedly: 33 orders (79%) carried no set-aside designation, while 9 orders (21%) were designated Total Small Business. Recent task orders show no geographic concentration outside the San Diego metro area and subordinate installations (Naval Base San Diego, Coronado, Point Loma, MCAS Miramar, and MCRD). Work scope centered on restroom renovations, laboratory modernizations, facility expansions, mechanical and structural repairs, and specialized secure-area construction, with firm fixed-price delivery orders across design-build and design-bid-build execution models.
Description
New construction, renovation, and repair, by design-build or design-bid-build, of commercial and institutional building construction projects at various Government installations located in California, Arizona, Nevada, Utah, Colorado, and New Mexico. However, it is anticipated that the majority of the work under this solicitation will be performed in the Metro San Diego area, San Diego, California. Types of projects may include, but are not limited to: administration buildings, maintenance/repair facilities, aircraft control towers, hangars, fire stations, office buildings, laboratories, dining facilities and related structures.
