About this vehicle

The Naval Facilities Engineering Command established this Master IDIQ on September 14, 2012, to procure construction services for Naval Air Station Sigonella in Sicily, with the ordering period closing September 13, 2017. This vehicle is no longer active—ordering closed over eight years ago. The successor vehicle, NAVSTA Sigonella Italy Construction 2016-2021, was awarded February 8, 2016, and is the current contracting instrument.

The vehicle funded 43 task orders worth a combined potential value of $31.5 million, with 100% of that value obligated. Work included design-build repairs, renovations, and new construction across barracks, administrative facilities, communications infrastructure, medical facilities, dining halls, warehouses, utilities, aviation facilities including hangars and runways, and base development infrastructure at Naval Air Station Sigonella. Representative orders included repairs to bachelor housing ($2.3 million), design-build renovation of Building 413 hangar for Global Hawk ($1.7 million), repairs to Buildings 557 and 559 ($4.3 million), and restoration of roofing across NAS Sigonella ($638 thousand).

Ordering activity peaked in 2013 with 12 awards, held steady through 2015, then declined in 2016 as the vehicle wound down ahead of the successor contract. The most recent order was placed April 11, 2016.

Two prime contractors dominated: ATI Cocer-Iles-Lageco held 19 orders worth $14 million combined potential value, and Environmental Chemical Corporation held 14 orders worth $12.4 million. JV SKE Italy 2012 accounted for 8 orders at $4.7 million. All 43 orders were unrestricted, competitive awards with firm fixed pricing. Naval Facilities Engineering Command placed 27 orders ($22.7 million), and Navy Installations Command placed the remaining 16 orders ($8.8 million).
