About this vehicle
NAVFAC Southeast awarded this Master IDIQ for construction services in Tennessee on June 21, 2016, with ordering authority that closed on June 20, 2021—the vehicle is no longer active and has been closed to new task orders for over five years.
Thirty-three task orders totaling $13.9 million in combined potential value were awarded across the vehicle's life, with $13.7 million (99% of potential value) already obligated. The last task order was awarded in September 2018, reflecting minimal ordering activity after 2018. Peak activity occurred in 2017, when 13 orders were placed; 2016 and 2018 each saw 9–11 orders. The contract funded primarily general building work—roofing, HVAC replacements, structural repairs, renovations, dock and warehouse infrastructure, and security upgrades—at Naval Support Activity Mid-South in Millington, Tennessee and subordinate Navy facilities across the Southeast.
Saf, Inc. dominated the vehicle, capturing 19 of 33 awards (57% of task orders) and $8.8 million of the $13.9 million combined potential value. Siler Excavating LLC held the second position with 10 orders ($4.9 million), followed by Gridiron Construction Company, LLC with 3 orders ($253 thousand). A single $1 thousand award went to K-Barr Group LLC. Concentration was high: the top two primes held roughly 80% of combined potential value.
The set-aside mix favored competitive 8(a) designations: 20 orders (61%) were competitive 8(a), while 13 orders (39%) carried no set-aside. Nearly 85% of orders by combined potential value funded Navy activity through NAVFAC Southeast itself ($11.2 million across 28 orders). Four other Navy activities—Bureau of Naval Personnel, Installations Command, Recruiting Command, and Fleet Forces Command Atlantic—accounted for the remainder. All orders used firm fixed-price contracting. Task-order ceiling values ranged from $1 thousand (minimum guarantees issued at vehicle award) to $1.8 million, with typical mid-range orders in the $100 thousand–$700 thousand band. Performance was concentrated at Naval Support Activity Mid-South, Millington, Tennessee, though task orders also supported Navy facilities in Memphis, Knoxville, Springfield (Missouri), Kansas City, and St. Louis.
