About this vehicle
The Department of the Navy Installations Command established this Master IDIQ on July 6, 2016, for minor renovation, modernization, repair, and maintenance projects at federal and military facilities on Guam and outlying Pacific areas, with a shared ceiling of $70 million and ordering authority that closed on July 7, 2021—over five years ago. The vehicle is no longer active for new task orders.
Fifty-six task orders totaling $15.2 million in potential value were issued across the vehicle's lifecycle, with $15 million (98 percent) already obligated. Ordering momentum declined sharply in the final years: 12 orders in 2017, tapering to just 1 order in 2021. The most recent task order award was March 31, 2021. Work spans minor construction, equipment installation, building repairs, roof coating, playground resurfacing, utility system replacement, security improvements, and construction management support services at Naval Base Guam, Andersen Air Force Base, and outlying installations.
Five primes captured 91 percent of task-order count: Relyant Global LLC (16 orders, $4.5 million), Pearl Construction Enviroment Al Service Inc. (12 orders, $2.1 million), M-80 Systems, Inc. (11 orders, $2.8 million), JM Robertson Inc. (8 orders, $2.2 million), and Pacific Industrial Coatings (4 orders, $1.3 million). Eight distinct primes competed overall, with moderate concentration at the top.
Task orders were split between unrestricted competition (57 percent) and two reserved categories: Service-Disabled Veteran-Owned Small Business set-aside (29 percent) and Total Small Business set-aside (14 percent). Individual order values ranged from under $7,000 for minimum-guarantee seed orders to $1.79 million for a construction-management services order. Typical durations ran three to twelve months with firm fixed-price structures.
The Department of the Navy Installations Command and Naval Facilities Engineering Command jointly drove 96 percent of orders; the Marine Corps, Air Force, and Office of Naval Research issued the remainder. All work was geographically concentrated in Guam and the immediate Pacific region.
