About this vehicle
Naval Facilities Engineering Command established this Master IDIQ on May 21, 2013, to procure anti-terrorism force protection ashore physical security access control systems, hardware, software installation, testing, operations support, training, and technical documentation for Navy installations worldwide. The vehicle's ordering period closed on May 20, 2016, making it inactive for pursuit.
The vehicle funded perimeter security and access control infrastructure at Navy installations across the continental United States and overseas locations. Work included systems engineering, equipment selection and procurement, installation, integration, testing, system documentation, and contract support. Task orders reflect a concentration on automated gate automation projects and enclave security at individual Navy bases, with individual orders ranging from approximately $233,000 to $6.7 million.
Of the 31 task orders awarded, 24 (77%) carried small-business set-asides, with the remainder competed without set-aside. Ordering activity peaked in 2013 with 26 orders, declined sharply to four orders in 2014, and fell to a single order in 2015. The most recent task order was awarded April 1, 2015.
Three prime contractors captured 100% of task-order activity. Securityhunter, Inc. led by combined potential value at $20.9 million across nine orders, followed by Alutiiq Pacific, LLC with $16.4 million across 17 orders and Split Pine Technologies LLC with $9.2 million across five orders. Department of the Navy Naval Facilities Engineering Command, the contracting activity itself, funded 24 of the 31 orders for a combined potential value of $34.5 million, representing roughly 74% of the vehicle's activity.
Combined task-order potential value totaled $46.4 million, with $45.6 million obligated (98% drawn). The shared ceiling was $99 million. Geographic concentration included significant activity at Naval Base San Diego, Naval Air Station Whidbey Island, Naval Station Norfolk, Joint Base Pearl Harbor-Hickam, and bases across the Pacific and Atlantic fleets, with individual project values typically under $2 million except for the Whidbey Island order at $6.7 million and the Great Lakes refreshment at $4.6 million.
