About this vehicle
The Office of the Secretary of Defense established a Master IDIQ on July 27, 2021 to provide event planning, operations, and technical infrastructure support for the National Cyber Range Complex (NCRC) across multiple domestic locations. Orders may be placed through July 26, 2031, leaving approximately five years of ordering authority. The vehicle carries a $2.415 billion shared ceiling and operates as a two-lot structure: Lot 1 (Full and Open) and Lot 2 (Small Business), though all 21 task orders awarded to date carry no set-aside designation.
Activity has concentrated in 2021, when the government issued 15 task orders—primarily small minimum-guarantee awards to establish an Innovation and Technology Council across multiple awardees. Since that initial wave, ordering momentum has slowed considerably: four orders in 2023, one in 2024, and one in 2025. The most recent award, issued May 12, 2025, went to Scientific Research Corporation for event planning and operations support at Eglin Air Force Base, Florida, with a ceiling of $49.008 million and an obligated amount of $3.85 million.
Scientific Research Corporation dominates the vehicle by potential value, holding four orders totaling $269.6 million. Lockheed Martin Corporation and The Mil Corporation follow with $104.7 million and $77.7 million respectively. Fifteen distinct primes have been awarded work; the top four capture nearly all potential value. Customer concentration is asymmetrical: the Department of the Army Acquisition Support Center PEO Simulation, Training and Instrumentation has placed five orders representing $450.3 million in combined potential value, while the Office of the Secretary of Defense accounts for 16 orders but only $12.9 million combined potential value—reflecting the prevalence of small NITC baseline orders from 2021.
Of the $463.2 million combined task-order potential value, $95.1 million (21 percent) has been obligated. Task orders employ cost-plus-fixed-fee pricing and typically span four to five years. Site-specific operations support at Orlando, Charleston, Patuxent River, and Eglin Air Force Base constitute the larger recent awards, with ceilings ranging from $49 million to $131 million.
