About this opportunity
This sources sought notice requests capability statements from contractors to support the National Cyber Range Complex Event Planning, Operations and Support (NCRC EPOS) requirement. The U.S. Army Contracting Command - Orlando seeks to establish a contract to provide cyber range event planning, execution, operations support and IT service management for the National Cyber Range Complex. Services include translating customer objectives into cybersecurity environments, designing IT assets for closed loop cyber ranges, planning and executing cyber range events for testing and training, and operating specialized data centers. Responses were due by September 30, 2019 with evaluation criteria including experience in these service areas as well as relevant security clearances and accreditation processes. An industry day was held October 22-24, 2019 to provide additional details and schedule one-on-one sessions.
The solicitation anticipates a partial small business set-aside designation. Relevant NAICS codes include 541511, 541512, and PSC codes D302 and R425. SPECIAL NOTICE: 16 JANUARY 2020
SUMMARY: This Special Notice is intended to supplement previous notices posted to this announcement W900KK-20-R-0011 for NCRC EPOS requirement. Its purpose is to post the Government’s responses to questions/comments received from Industry. The document itself entitled NCRC_EPOS_Combined_20200116 is a restricted release.
To obtain a copy of the document a reason it is needed must be submitted by the Data Custodian named on a DD Form 2345 via beta.SAM.gov. However, documents will be released to another person if the designated Data Custodian provides US Army Contracting Command – Orlando (ACC-ORL) a name and point of contact information for an Alternate Data Custodian.
A DD Form 2345 can be obtained through coordination with the Defense Logistics Agency Joint Certification Program. REMINDER: It can take days/weeks to obtain a DD Form 2345. Please review your DD Form 2345 to ensure that it is not nearing expiration. Coordinate with DLA JCP early to obtain an extension using the instructions on the DLA JCP website. Hopefully the advanced planning will help avoid issues when the NCRC EPOS solicitation is posted in the future.
After US Army Contracting Command – Orlando (ACC-ORL) is provided a current/approved copy of the DD Form 2345 an approved NCRC EPOS Distribution Agreement (DA) must be completed and approved. Interested respondents can request a NCRC EPOS DA from ACC-ORL.
Respondents that already have a DD Form 2345 that is current/not expired and NCRC EPOS DA on file need not resubmit to ACC-ORL. Simply logon to beta.SAM.gov and submit a request for the document.

SUMMARY:
This Special Notice is intended to supplement the Special Notice posted on 1 November 2019 in order to provide additional documents. The additional documents are loaded to this announcement in locked packages. To retrieve/download the documents an approved DD Form 2345 and NCRC EPOS Distribution Agreement must be on file with the Contract Specialist named in this announcement. Documents will be released to the Data Custodian named on the DD Form 2345. The Data Custodian must have an FBO.gov/beta.SAM.gov account and the contractors MPIN to access the documents.
Exceptions are the NCRC EPOS Interested Party List and a blank Comment/Recommendation Matrix (CRM). Those two document are accessible publically and explicit access is not required to download either document.
The CRM may be used to submit questions, comments, recommendations in response to this posting, as well as the 1 November 2019 posting, and as a follow up to previous postings under announcements W900KK-19-R-0011/W900KK-20-R-0011, or resulting from Industry Days/One-on-One Meetings. Submission is requested no later than 15 November 2019.
NCRC EPOS DOCUMENT DISEMINATION PROCESS:
In accordance with DODI 5230.24, Export-controlled items marked Distribution Statement C shall not be disseminated outside the U.S. Government or to U.S. DoD Contractors without first verifying the recipient's eligibility and authority to receive export-controlled information by ensuring they have a current, valid DD Form 2345. Therefore, U.S. DoD Contractors that would like to receive a copy of the NCRC EPOS draft documents shall submit a current certified DD Form 2345 to Mr. Robert D. Baird, Contract Specialist, via email at robert.d.baird10.civ@mail.mil.
The Contract Specialist will provide U.S. DoD Contractors with a NCRC EPOS Distribution Agreement after verifying the validity of the DD Form 2345. Each U.S. DoD Contractors must return the completed Distribution Agreement to the Contract Specialist via email to complete the document eligibility and release process.
A vetting process will be used by the Procuring Contracting Officer and the Project Manager's designated representative to review Distribution Agreement submissions and authorize release of the NCRC EPOS draft documents. The U.S. Government reserves the right to withhold distribution of the Export Controlled documents to any respondent to this notice that is not eligible to receive unclassified technical data that is under the
control of the U.S. Department of Defense (DoD).
U.S. DoD Contractors authorized to receive the NCRC EPOS documents marked Distribution Statement C will be provided a signed copy of the approved NCRC EPOS Distribution Agreement via e-mail from the Contract Specialist. The Contract Specialist will select the Data Custodian named on the U.S. DoD Contractor's DD Form 2345 as an authorized vendor. The U.S. DoD Contractors authorized Data Custodian must logon to their FBO.gov/beta.SAM.gov account to download the documents marked Distribution Statement C that are posted in locked packages.
U.S. DoD Contractors may not redistribute documents marked Distribution Statement C without first providing the Contract Specialist the intended recipient's current DD Form 2345 that has been approved by DLA JCP. Written concurrence must be received from the U.S. Government prior to redistribution and a copy of the approved NCRC EPOS Distribution Agreement must flow down/accompany the NCRC EPOS documents when distributed by one contractor to another contractor at any tier/level.
The unauthorized release of Export Controlled technical data is a serious matter and U.S. DoD Contractor Data Custodians must exercise management controls for the dissemination and storage of documents marked Distribution Statement C at all levels. When in doubt contact the Contract Specialist/Contracting Officer for guidance.
FUTURE RELEASES OF NCRC EPOS DOCUMENTS:
Updated versions of NCRC EPOS documents that have been posted and additional documents may become available at a later date. For example, the U.S. Government anticipates release of additional documents on 12 November 2019.
INDUSTRY FEEDBACK:
In partnership with TRMC, ACC-ORL and PEO STRI/PM CT2 continue to seek pre-solicitation feedback from responsible and eligible U.S. DoD Contractors interested in the NCRC EPOS business opportunity.
All responsible sources may submit questions/comments: a comment review matrix (CRM) spreadsheet will be provided with the NCRC EPOS draft documents. For continuity sake, please use the CRM to document questions/concerns. Material samples will not be accepted. Information papers will not be accepted. Any document that is submitted and not accepted will be returned to the U.S. DoD Contractor.
It is imperative that business concerns responding to this notice articulate their feedback clearly and adequately. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary information in any resultant RFP.
When submitting a completed CRM, it must be password protected and routed to the Contract Specialist and Contracting Officer identified in this announcement W900KK-20-R-0011 via e-mail. Send the password in an e-mail separate from the CRM.
NOTE: When a CRM contains extracts, or makes reference to Export Controlled Technical Data it may not be transmitted via e-mail. Use DOD SAFE (https://safe.apps.mil/). Non-DoD Personal Identity Verification (PIV) certificates or External Certificate Authority (ECA) are not currently supported. Users should select their SIGNATURE certificate issued through the DoD email Certificate Authority (CA) or select the AUTHENTICATION PIV certificate issued by the DOD Identifier (ID) Certificate Authority (CA) in order to connect. FBO MOVE TO BETA.SAM.GOV
Starting on 8 November 2019 FBO is transitioning to beta.SAM.gov. The Government anticipates completion of a seamless transition by 12 November 2019. SAVE THE DATE: The next release of NCRC EPOS documents is slated for 12 November 2019. Additional information concerning the transition is available beta.SAM.gov and the transition is available at FBO.gov. At a minimum, it is recommended vendors download and review the Contractor Quick Start Guide to prevent gaps in functionality.
SPECIAL NOTICE: 15 NOVEMBER 2019
SUMMARY: This Special Notice is intended to supplement the Special Notice posted on 1 November 2019 and 7 November 2019. Its purpose is to post additional draft documents and facilitate Industry feedback prior to release of the NCRC EPOS solicitation.
When documents posted on 1 November the Government requested Industry to submit comments, recommendation and questions about those specific documents on later than 15 November 2019. A CRM spreadsheet was provided along with submission instructions. It would be very much appreciated if we can hold to the schedule for submissions as requested.
When documents posted on 7 November the Government requested Industry to submit comments, recommendation and questions about those specific documents on later than 15 November 2019. However, the transition from FBO.gov to beta.SAM.gov has been challenging. You are welcome to submit responses to the documents posted on 7 November no later than 22 November 2019.
The documents posted today, on 15 November 2019, include additional draft documents. Submission of your comments, recommendation and questions in response to this 15 November posting is requested no later than 22 November 2019.
Please take notice. The Government’s NCRC EPOS Team members will no longer be available to arrange meeting and conference calls with contractors that are interested in this NCRC EPOS requirement. FBO MOVE TO BETA.SAM.GOV
Starting on 8 November 2019 FBO is transitioning to beta.SAM.gov. The Government anticipates completion of a seamless transition by 12 November 2019. SAVE THE DATE: The next release of NCRC EPOS documents is slated for 7 November 2019. Additional information concerning the transition is available beta.SAM.gov and the transition is available at FBO.gov. At a minimum, it is recommended vendors download and review the Contractor Quick Start Guide to prevent gaps in functionality.

NCRC EPOS DISTRIBUTION AGREEMENTS PREVIOUSLY APPROVED AND ISSUED TO VENDORS UNDER W900KK-19-R-0011 SHALL REMAIN IN EFFECT UNDER W900KK-20-R-0011 UNLESS RESCINDED BY A FUTURE NOTICE.
PURPOSE: U.S. Army Contracting Command - Orlando, in partnership with the Test Resource Management Center (TRMC) and the Program Executive Office for Simulation, Training, and Instrumentation's (PEO STRI) Project Manager for Cyber, Test, and Training (PM CT2), continues to seek pre-solicitation feedback from responsible and eligible U.S. Contractors interested in the National Cyber Range Complex Event Planning, Operations and Support (NCRC EPOS) business opportunity.
This Sources Sought Notice (SSN) is being issued as a follow-on to NCRC EPOS Request for Information (RFI) and Sources Sought Special Notices published under W900KK-17-NCR, W900KK-18-R-0011, and W900KK-19-R-0011 to include all modifications/amendments between the periods of 15 March 2017 to 12 September 2019.
The purpose of this SSN is to update and supplement the Government's market research in order to:
1. Establish a better understanding of any barriers to eliminating Organizational Conflicts of Interest (OCIs) while performing Developmental and Operational Tests (DTs/OTs) of Department of Defense (DoD) acquisition programs.
2. Promote increased opportunities for Small Business (SB) participation through a potential small business set-aside in lieu of the small business reserve acquisition strategy.
For NCRC EPOS solicitation and the purpose of this SSN, please use the following definitions:
• Original Equipment Manufacturer (OEM): A company that has served or is serving as a prime or sub-contractor involved in the development of a DoD system (includes hardware and software). In this case, there is potential that such a company could be placed in a position where it could evaluate its own product and/or its competitors' product, thereby creating an actual or perceived bias in the evaluation of system effectiveness, suitability, and survivability.
• Non-OEM: A company that has not served or is not serving as a prime or sub-contractor involved in the development of a DoD system (includes hardware and software). In this case, there is little to no potential of placing that company in a position to evaluate its own product and/or its competitors' products, thereby eliminating any actual or perceived bias in the evaluation of system effectiveness, suitability, and survivability.
In order to avoid placing a company in a position where it would be asked to test its own equipment or equipment belonging to a competitor, the Government is interested in issuing certain task orders under this contract that will be restricted to non-OEM Contractors as defined above. Industry responses will be used to develop and finalize the Acquisition Strategy for NCRC EPOS.
RESPONSE/REQUIREMENTS:
1. To address the first purpose of this SSN, interested companies shall respond to the following questions and provide narrative as requested below:
a. Is your company a large or small business?
b. Is your company a non-OEM by definition above?
c. If you answered "yes" to (b) above and you did not respond to SSNs published on 19 May 2017 and 5 September 2017, you should provide a narrative that describes your capabilities, knowledge and experience with cyber range event planning, execution, and associated operations support of this magnitude. Specifically, interested companies shall:
o State the scope of past and present (within the last 3 years) relevant experience on similar contracts, identify specific areas of relevant experience. Include dollar value of contract, whether performed as a prime or subcontractor, complexity and point of contact.
o Demonstrate your knowledge and experience in effectively translating customer event objectives and requirements into actionable and customer-tailored cybersecurity event environments.
o Demonstrate your knowledge and experience in identifying, designing and re-engineering IT assets, capabilities and event-specific content to provide realistic instances of Internet services capable of operating in a closed loop cyber range environment.
o Demonstrate your knowledge and experience in cyber range event planning and execution to include operations, management and maintenance of the supporting cyber range infrastructure. Specifically, include your knowledge and capabilities in: a) planning, conducting and supporting cyber range events for the purposes of Test and Evaluation (T&E) customers of DoD acquisition programs; and b) planning, conducting and supporting cyber range events for the purposes of Cyber Mission Force (CMF) training, certification and exercises.
o Demonstrate your ability and experience in operating, managing and maintaining specialized data centers that support complex distributed closed loop IP and non-IP based Industrial Control Systems/Supervisory Control and Data Acquisition (ICS/SCADA) communications, networking and computing infrastructures and services to include all aspects of engineering, logistics, equipment modification, configuration management and quality control issues, risks and mitigation plans.
o Demonstrate your ability and experience to provide personnel cleared to the Top Secret/Sensitive Compartmented Information (TS/SCI) level with at a minimum, Special Intelligence (SI), Talent Keyhole (TK), Gamma (G), Human-source Intelligence Control System (HCS), and North Atlantic Treaty Organization (NATO) compartmented access caveats and the skill sets required to plan, design, build and execute complex and realistic cybersecurity T&E and training cyber range event environments.
o Demonstrate your ability and experience in current Information Security Accreditation, including all DoD, Service, and Defense Intelligence Agency guidance, processes, and procedures and accreditation processes (e.g. Risk Management Framework [RMF]).
o Provide any alternative approaches to satisfying the subject requirement.
2. To address the second purpose of this SSN, interested Small Businesses are requested to describe recent and relevant experience, as well as the ability to provide qualified technical expertise, to support the following NCRC EPOS enterprise-wide functions: Configuration and Release Management; Problem and Trouble Ticket Management; Property and Asset Management; Enterprise Security; and Operator Training. Also describe previous recent and relevant experience in identifying, assessing, and integrating innovative processes, techniques, and/or technologies. More specifically, SBs should:
a. State the scope of past and present (within the last 3 years) relevant experience on similar contracts, identify specific areas of relevant experience. Include dollar value of contract, whether performed as a prime or subcontractor, complexity and point of contact.
b. Provide specific examples of your knowledge, experience, technical approach and methodology for developing, implementing and executing elements of IT Service Management (ITSM) as described in the IT Information Library (ITIL v3/4) with an emphasis on configuration, asset, change, incident, problem, release and knowledge management as applied to a geographically distributed multi-location federated enterprise such as the NCRC.
c. Provide specific examples of previous experience and successes you have in managing and maintaining all aspects of security-related operations for an IT system operating in an access-controlled secure facility that is part of a larger a geographically distributed multi-location enterprise. Specific areas of interest include, but not limited to: providing physical security/access control; developing or revising enterprise security-related processes and procedures; reviewing, interpreting and implementing DoD and/or Service security policies and guidance; and managing multiple Assessment and Accreditation (A&A) bodies of evidence packages; familiarity and experience with DoD, Army, and Defense Intelligence Agency guidance, processes, and procedures and accreditation processes (e.g. Risk Management Framework [RMF]); and experience with online workflow management tools like Xacta.
d. Provide specific examples of previous experience and successes in identifying, assessing, and integrating new innovative processes, techniques, and/or technologies into an existing Information Technology (IT) operational system.
INFORMATION SUBMISSION INSTRUCTIONS
All Capability Statements sent in response to this SSN must be submitted electronically (via e-mail) to the NCRC EPOS Contracts Specialist shown below.
Response shall include documentation of technical expertise and capability in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this Sources Sought Notice articulate their capabilities clearly and adequately.
Specific administrative requirements:
1. E-mail submissions only.
2. Use Microsoft Office 2013 compatible [.xls(x), .doc(x) or .ppt(x)] or Adobe Acrobat Pro DC 2019 (.pdf) formats.
3. No classified material.
4. No material samples.
6. The cover sheet shall include the following company information: name, address, and URL, POC and email address, System for Award Management (SAM) number, Commercial Government Entity (CAGE) code number and Data Universal Numbering System (DUNS) Number, as well as business type and size.
7. For non-OEM area of interest (first purpose of this SSN), limit responses to 20 pages, excluding cover page, graphs/charts, pictures, and appendices.
8. For SB area of interest (second purpose of this SSN), limit responses to 3 pages for each topic area (e.g., 2a, b, etc.), excluding cover page, graphs/charts, pictures, and appendices.
9. Appendix 1 shall include: list of program names; contract numbers; period of performance; and current information for the technical/contracting points of contacts (name, title, telephone number, and e-mail address) for each relevant experience included in numbers 7 and/or 8 above. Any additional capability information included in this appendix will not be reviewed.

SCHEDULE UPDATE
Written responses to the SSN are due 1200 PM EDT on 30 September 2019.
An Industry Day Meeting is scheduled for 0900-1130 EDT on 22 October 2019 to provide the latest information about this requirement. The meeting will be held in Partnership III (PIII) Building, Room 321 A/B, located at 3039 Technology Parkway, Orlando, FL 32826.
To ensure adequate space is available, organizations are limited to three (3) representatives, inclusive of prime and subcontractors. Organizations wishing to participate shall pre-register by providing the names and contact information (Email and telephone number) of their representative(s) via e-mail to usarmy.orlando.peo-stri.mbx.pm-itts-ncrc-epos@mail.mil no later than 1200 EDT on 30 September 2019. Foreign Nationals may not attend this event.
Attendees will also have the opportunity to participate in a 15-minute one-on-one session following the Government's presentation. The one-on-one sessions will be held in Partnership III (PIII), Room 320 from 1300-1700 EDT starting on 22 October 2019 and 0900-1700 EDT on 23-24 October 2019. When pre-registering, please indicate your Firm's desire to participate in a one-on-one session. Your Firm's point of contact will be notified by 7 October 2019 of your scheduled one-on-one discussion with members of the Government project team. One-on-one sessions will be scheduled on a first-come/first-serve basis.
Electronic devices including but not limited to wireless devices, cellular telephones, smart watches, Fitbits, laptops, personal computers, tablets/electronic pads, cameras and/or recorders are not allowed in the meeting rooms. Video or audio recording of any of the NCRC Industry Day is not allowed. Any industry representative found to be recording any portion of the sessions will be asked to leave immediately and will not be allowed to re-enter.
All questions will be captured during the sessions and responses to all questions will be posted to FedBizOpps/beta.SAM.gov for the general public.
IMPORTANT NOTE REGARDING PARKING: Due to limited parking in the Partnership II/III parking lot, all visitors must park in the large parking lot on the corner of Science Drive and Technology Parkway. The Partnership II/III parking lot is authorized parking for occupants only. Also, do not park in the AT&T parking lot, across the street, as your car will be subject to being towed.
Final RFP release for NCRC EPOS is anticipated in 2QFY20.
