About this vehicle
Naval Facilities Engineering Command (NAVFAC) awarded a multiple-award IDIQ on September 29, 2022 for design-build and design-bid-build renovation, repair, and new construction of medical treatment facilities at Navy and Marine Corps installations across California, Arizona, Nevada, Utah, Colorado, New Mexico, Washington, and Hawaii, with ordering authority through September 28, 2030. The vehicle carries a $1 billion combined ceiling with no set-aside restrictions.
Ordering remains active with approximately four years and two months of authority remaining. The vehicle has shown uneven activity since award: seven orders in the first year (2022), then a sharp drop to one order each in 2023 and 2024, followed by a resurgence to five orders in 2025. Fourteen task orders have been awarded to date, with $362.5 million in combined potential value fully obligated ($361.6 million actually expended).
Medical facility scope emphasizes ambulatory care centers and ancillary facilities at major commands. Recent orders include a replacement ambulatory care center at an unspecified installation ($51.4 million), restoration of a direct digital control system at Naval Medical Center San Diego ($46.7 million), ambulatory care center addition/alteration at Marine Corps Base Camp Pendleton ($28 million), and a replacement ambulatory care center and dental clinic ($94.9 million). Work is geographically concentrated in Southern California, particularly San Diego and Camp Pendleton, though the vehicle spans eight states.
Competition is dominated by a narrow set of primes. Dpr-Rq Construction, LLC holds 54 percent of combined potential value across five orders ($193.9 million), followed by Hensel Phelps Construction Co with 27 percent across two orders ($96.5 million). Structsure Projects Inc. and Gilbane Federal JV each hold approximately 13 percent and 7 percent respectively. The remaining two primes account for negligible value. Customer funding is concentrated within Navy; NAVFAC accounts for 65 percent of task-order potential value, with Navy broadly funding the remainder.
Task orders range from $51.4 million to $94.9 million for substantive work, with durations typically 24 to 36 months. All orders are awarded on a firm fixed-price basis with no set-aside designations.
