About this vehicle
Naval Facilities Engineering Command established this competitive 8(a) Master IDIQ for environmental remediation services across nine Western states (Alaska, Arizona, California, Colorado, Nevada, New Mexico, Oregon, Utah, and Washington) on September 29, 2021, with a shared ceiling of $95 million and ordering authority expiring September 26, 2026—approximately two months remaining to place new orders.
The vehicle has obligated its full combined potential value: 38 task orders have been issued totaling $24.9 million in obligated dollars against the $24.9 million combined potential value across awarded orders. Ordering momentum has declined sharply; after averaging 8–11 orders per year in 2022–2024, the vehicle awarded only 4 orders in 2025 and 2 in 2026 through April. The most recent delivery order was placed April 17, 2026.
Task orders span the full scope of environmental remediation: remedial design and remedial action, pump-and-treat systems, bioremediation, groundwater monitoring and free product removal, landfill management and inspections, operation and maintenance of remedial systems, PFAS investigation and data collection, subslab depressurization systems, and unexploded ordnance site remediation. Typical order values range from under $50 thousand (minimum guarantees and single inspections) to $6.1 million; the two largest individual orders—$6.1 million for basewide groundwater monitoring and $3.9 million for PFAS data collection and validation—account for roughly 45 percent of the portfolio's obligated value.
Competition concentrates heavily among five joint ventures. Del Mar-Trevet-Jv LLC leads by potential value at $7.7 million across 5 orders, followed by Srs-Errg JV, LLC at $6.7 million across 8 orders and Aes-Cape Joint Venture, LLC at $4.7 million across 7 orders. Bodhi-Tidewater JV1 holds the largest order count at 12 awards ($3.7 million combined potential value), and Bethel-Tech JV rounds out the top five at $2.2 million across 6 orders. These five firms account for all 38 orders.
Naval Facilities Engineering Command funds 37 of 38 orders ($24.2 million); United States Pacific Fleet Forces placed 1 order ($762 thousand). About 71 percent of orders carry no set-aside designation, while 29 percent are set-aside to small business; no orders are fully restricted to 8(a) firms, reflecting the competitive 8(a) structure.
Most task orders are firm-fixed-price delivery orders with performance periods ranging from 6 months to 60 months. Performance concentrates at naval installations in California—particularly Naval Base San Diego, Naval Base Ventura County, Fleet Readiness Center Southwest, and former Marine Corps Air Station Tustin—with orders also supporting Naval Air Facility El Centro and installations in other Western states. Nearly all obligated value has been consumed; new orders would be drawn against the remaining unobligated portion of the original $95 million ceiling.
