About this vehicle
Naval Facilities Engineering Command awarded a service-disabled veteran-owned small business (SDVOSB) multiple-award construction contract (MACC) on June 1, 2022, to provide design-build and design-bid-build construction services at various locations in Hawaii with a combined ceiling of $98 million and an ordering period that expires May 31, 2027, leaving approximately 10 months of procurement authority remaining.
The vehicle is fully set-aside for SDVOSB firms; the Government will not consider offers from other than SDVOSB contractors. Work spans residential buildings, industrial buildings and warehouses, nonresidential buildings, and infrastructure improvements including utilities, landscaping, airfields, and roadways across Navy, Marine Corps, Air Force, and miscellaneous federal facilities within NAVFAC Hawaii's area of responsibility. Task orders may require design and construction services, with contractors required to employ architect/engineering professionals coordinated for multi-disciplinary efforts.
Ordering activity has remained steady. The vehicle generated 51 task orders between June 2022 and March 2026, with 17 awards in the launch year, declining to 9 in 2023, then stabilizing at 12 annually through 2025; only 1 order was placed in calendar 2026 to date (as of the March 5, 2026 award). Combined task-order potential value stands at $84.4 million, representing 86% of the vehicle's $98 million ceiling, and all $84.4 million has been obligated.
Dsq-Api JV LLP dominates by order count and value, holding 22 orders totaling $44.1 million in combined potential value (52% of portfolio). Hawk-Niking, LLC ranks second with 16 orders valued at $21.1 million (25%). An41-Aak JV LLC accounts for 8 orders at $13 million (15%). Tokunaga Elite JV LLC and Warfeather-Gm JV LLC round out the field with 3 and 2 orders respectively. The top two primes capture 77% of awarded work.
Department of the Navy Naval Facilities Engineering Command is the largest customer by both order count and value, placing 21 orders totaling $39.8 million. Department of the Navy Installations Command follows with 15 orders at $26.2 million, and United States Marine Corps placed 14 orders at $17.2 million. These three agencies account for 97% of task-order activity. Individual task orders range from $3,000 (minimum guarantee) to $5.3 million, with typical task orders ranging between $1 million and $3.5 million and firm fixed-price terms throughout.
Approximately 80% of awarded task orders carry no set-aside designation; the remaining 20% (10 orders) are competed as SDVOSB sole-source awards, reflecting utilization of the vehicle's SDVOSB-only structure. Recent task-order scope includes wastewater treatment plant repairs, fire alarm system replacements, HVAC replacements, structural repairs, building demolitions, electrical system upgrades, and airfield improvements, predominantly at Joint Base Pearl Harbor-Hickam and Marine Corps Base Hawaii.
