About this vehicle
The Defense Human Resources Activity established this Master BPA on September 26, 2017, to support interoperability between the Defense Manpower Data Center and external systems owned by other DoD activities, civilian federal and state agencies, and private institutions. The vehicle's ordering period closed on March 25, 2023, and no new task orders may be issued.
The BPA is no longer available for pursuit. All 28 awarded task orders were issued before the ordering deadline, with the most recent award in July 2022. Combined potential value across the portfolio stands at $827.2 million, with $683.9 million already obligated (83% of combined potential value). The shared ceiling was $500 million, exceeded by the portfolio's higher combined potential value, indicating modifications or underestimation at vehicle establishment.
Task orders fund a narrow mission: maintenance, sustainment, and modernization of Defense Manpower Data Center systems that exchange personnel, entitlements, benefits, identity, credentialing, and health-record data with external repositories. Representative scopes include Entitlements and Benefits Maintenance and Modernization ($140.3 million ceiling), Legacy Credentialing Operations Maintenance and Services ($92.2 million ceiling), Defense Self Service Logon Authentication and Authorization ($28.6 million ceiling), and Duplicate and Identity Resolution Processing ($27.1 million ceiling). Most orders are firm fixed price; two use time-and-materials pricing. Task-order ceilings have ranged from $1.5 million to $140.3 million, with performance periods extending through 2026.
Competition has concentrated significantly. Peraton Enterprise Solutions LLC and Peraton Inc. together hold 17 of 28 orders and $535.6 million of combined potential value—roughly 65% of the portfolio. Booz Allen Hamilton, General Dynamics Information Technology, and Leidos account for another $219.1 million across five orders. All task orders funded a single customer: Defense Human Resources Activity. Seventy-one percent of orders carried no set-aside designation; the remainder used standard set-aside categories not specified in the portfolio summary.
Ordering activity peaked in 2018 (9 orders) and declined thereafter: 3 orders in 2019, 6 each in 2020 and 2021, and 2 in 2022. The vehicle is closed to new pursuit.
Description
ITPS services support the interoperability of the DMDC portfolio with any external systems owned by entities other than DMDC, including other DoD activities, civilian federal/state agencies, and private institutions (e.g. financial institutions). The ITPS BPA supports the development and implementation of systems, capabilities and initiatives that allow for full interoperability between DMDC and non-DMDC systems and data repositories to better serve service members, veterans and other eligible beneficiaries.
