About this vehicle
Naval Facilities Engineering Command established this small-business–set-aside multiple-award master IDIQ on September 21, 2020, to procure design-build and design-bid-build construction, renovation, and repair of commercial and institutional buildings at Navy, Marine Corps, and Air Force installations across California, Arizona, Nevada, Utah, Colorado, and New Mexico, with the majority of work in California. Ordering closed on September 20, 2025, and the vehicle is no longer active.
The vehicle carried a $495 million combined ceiling across all awarded contracts. Twenty-six task orders have been issued since award, with five small-business prime contractors holding all awards: Peter Vander Werff Construction, Inc. ($112.2 million combined potential value across 7 orders), I.e.-Pacific, Inc. ($104.4 million across 7 orders), and R.a. Burch Construction Co., Inc. ($82.6 million across 5 orders) account for approximately 75 percent of potential value, with Heffler Contracting Group and HHI Corporation sharing the remainder. Task-order values ranged from $5.2 million to $28.3 million, with typical durations of 18 to 24 months. The most recent order, issued in April 2026, covered repair of Hangar 75 at Marine Corps Air Station for $8.8 million obligated.
Obligated dollars total $363.7 million against $379.3 million combined potential value—96 percent of available funding. The Navy's Naval Facilities Engineering Command placed 15 orders ($172.8 million), followed by Naval Installations Command (4 orders, $83.9 million) and the Marine Corps (3 orders, $60.5 million). Set-asides split evenly between small-business–designated orders and unrestricted awards. Task orders reflect the vehicle's stated scope: BEQ repairs and renovations dominate, with additional hangars, test facilities, administrative buildings, and emergency repairs. Work is concentrated at Camp Pendleton, Naval Base Ventura County, Point Mugu, Naval Air Stations, and Travis Air Force Base.
