About this vehicle
The Department of the Navy Bureau of Medicine and Surgery awarded this Master IDIQ on May 26, 2009, to provide ancillary, nurse, and physician services within the geographic footprint of the United States Army Pacific Regional Medical Command. Ordering closed on September 30, 2014—more than eleven years ago—and this vehicle is no longer active. The successor vehicle, Army Direct Care Medical Services - Generation Two, was awarded in May 2016.
This IDIQ is no longer a pursuit opportunity. The contract has completed its ordering period and activity ended nearly a decade ago. The most recent task-order award was in July 2012, and order frequency declined sharply across the vehicle's life: 397 orders in 2009, 144 in 2010, 32 in 2011, and only 1 in 2012. Of 574 total task orders awarded, 72 percent of the combined potential value of $625 million has been obligated at $449.2 million.
Work centered on direct medical staffing across three subcategories: physician services, healthcare provider and nursing services, and ancillary medical services. Task orders procured individual medical professionals on firm fixed-price terms for periods typically spanning twelve months or less, including emergency room physicians, family practice physicians, radiologists, inpatient pharmacists, certified registered nurse anesthetists, occupational therapists, physical therapists, and psychiatric services. The largest orders by ceiling value included radiologist services at $5.25 million, inpatient pharmacist services at $10.56 million, and emergency room physician services at $4.95 million.
Platinum Business Corporation, Ingenesis Arora Staffing LLC, and Luke & Associates Inc. dominated the awardee base, collectively holding approximately 66 percent of task-order count. By combined potential value, the top four primes—Ingenesis Arora Staffing LLC ($129.1 million), Platinum Business Corporation ($127.3 million), Luke & Associates Inc. ($86.8 million), and Concentric Methods LLC ($83.6 million)—captured 74 percent of total vehicle value. The Department of the Army Medical Command placed 554 of 574 orders, representing $604.3 million of combined potential value, and effectively monopolized demand. All 572 task orders with active set-asides were designated for small businesses.
