About this vehicle
Defense Logistics Agency Energy established this Master IDIQ on March 1, 2018, to provide Title I design, Title II construction oversight, and associated architect-engineer services for petroleum, oil, and lubricant facilities worldwide across Air Force, Army, Navy, Coast Guard, and Air National Guard installations. The vehicle's ordering period closed on February 28, 2023—more than three years ago—making it inactive for new task-order issuance, though existing orders continue execution.
The portfolio reflects 100 task orders totaling $118.5 million in combined potential value, with $114.2 million already obligated (96% burn). Ordering activity peaked in 2023 with 22 orders before declining sharply; only one order has been issued since the ordering deadline. Task orders range from small inspections under $300,000 to major oversight efforts exceeding $9 million. The single largest order is Title II oversight for DLA-East POL repairs at multiple CONUS sites, obligated at $9.98 million; Title II oversight for European fuel systems obligated $8.15 million. Orders cluster around API 653 aboveground storage tank inspections, tank cleaning and maintenance, pipeline assessment and design, cathodic protection surveys, and designer-of-record support during construction. Performance spans CONUS locations, overseas bases in Japan, South Korea, and Guam, and remote sites including Wake Island and Okinawa.
Three firms—Pond & Company, Enterprise Engineering, Inc., and Tetra Tech, Inc.—capture 69% of task orders by count and 86% of combined potential value. Pond holds 23 orders worth $30.5 million; Enterprise Engineering holds 17 orders for $25.5 million; Tetra Tech holds 13 orders for $25.3 million. HDR Engineering and Burns & Mcdonnell split the remainder among nine and seven orders respectively. All 100 task orders carry unrestricted set-aside status with no small-business carve-outs. Seventy-one percent of orders by value fund Defense Logistics Agency Energy directly; the remainder split between Air Force Materiel Command Installation and Mission Support Center Civil Engineer Center (roughly 29%), DLA Headquarters, Air Combat Command, and United States Air Forces in Europe. The vehicle's compressed timeline and high obligation rate suggest minimal opportunity for new entrants unless a successor IDIQ has been established.
