The U.S. Naval Facilities Engineering Command has awarded a multiple-award, indefinite delivery/indefinite quantity (IDIQ) construction contract worth up to $8 billion over an 8-year period. The contract will provide design-build and design-bid-build construction services for new, repair, and alteration work on various infrastructure projects in Hawaii and Wake Island. The contract has a 5-year base period with a 3-year option, and the work will support the Navy, Marine Corps, Air Force, and other federal agencies. The contract was awarded to the Grunley Goodfellow Joint Venture, a for-profit organization, through an unrestricted competitive solicitation. Task orders will be issued against the IDIQ with a range of $40-300 million in value, and a minimum $3,000 guarantee will be provided to each awardee. The contract scope includes residential, industrial, non-residential, and infrastructure construction, as well as dredging and waterfront work. The evaluation criteria emphasized technical approach, experience, past performance, safety, and price, with the intent of awarding to the offerors providing the best value to the government.
