NAVSUP Weapon Systems Support (NAVSUP WSS), Mechanicsburg, PA, intends to negotiate for professional, technical and management support services in the following areas: Business Process Management/Reengineering/Optimization, Data Governance/Operations/Analysis, and Business Intelligence for the NAVSUP Business Systems Center, Mechanicsburg, PA. The solicitation includes a base period of one year with three one-year option periods. The procurement will be solicited under FAR Part 15 and a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) type contract is anticipated. The solicitation will state that at least one and as many as two awards will be reserved for small businesses that are otherwise determined to be responsive, qualified, competitive, and responsible pursuant to the terms identified in the solicitation.

This announcement serves as a Sources Sought synopsis issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This Sources Sought is issued solely for information and planning purposes and does not constitute a solicitation nor is this a request for quotation or proposal. Please do not submit a quote or proposal in response to this synopsis.
The purpose of this Sources Sought synopsis is to gather market research to assist NAVSUP Weapon Systems Support (NAVSUP WSS) in acquiring process improvement, reengineering, and data contractor support services in support of NAVSUP Business Systems Center (NAVSUP BSC) post Navy Enterprise Resource Planning (ERP).
The required services will establish the frameworks, processes, systems, and organic knowledge necessary to create a sustainable organization to perform, maintain, and support the required services. NAVSUP WSS reserves the right to determine if a small business set-aside is appropriate. In order for NAVSUP WSS to make a small business set-aside determination, it is emphasized that small business concerns provide sufficient written information to indicate their capacity and capability to successfully perform and manage all task areas described in the attached Statement of Work.
The proposed Indefinite Delivery/Indefinite Quantity (IDIQ) contract is anticipated to be a firm-fixed price contract with a base period of one year with three one-year option periods.
Although this Sources Sought synopsis has been issued under North American Industry Classification System (NAICS) code 561210 (Facilities Support Services) with the corresponding small business size standard of $35.5 million, the following NAICS code is also being considered: 541611 (Administrative Management and General Management Consulting Services) with a small business size standard of $14.0 million. Vendor comments are welcomed concerning the appropriateness of the NAICS codes.
The draft Statement of Work for this requirement is attached. The information provided in response to this Source Sought synopsis shall include the following:
• Company profile/information
• Company’s capabilities that demonstrate their ability to fulfill the requirements of the attached draft task areas.
If there are task areas for which the company cannot fulfill the requirements, a detailed description as to how the company will fill in the gap(s) is required. Teaming is encouraged.
• Company’s proof of qualifications/experience as required in the attached draft task areas (resumes).

The NAVSUP BSC has a requirement for Process Improvement, Reengineering, Management and Data Services to include Navy Enterprise Resource Planning (ERP) sustainment services. The primary place of performance for this requirement will be at:

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk intends to increase, on a sole-source basis, the maximum value of the existing PIRMDS suite of Multiple Award Contracts (MACs) (contracts N00104-13-D-QA03 with IBM, N00104-13-D-QA04 with Accenture, and N00189-14-D-Q005 with Deloitte). The MAC maximum value will increase by $67,100,000.00 from the original maximum of $99,313,800.00 to $166,413,800.00.
This action is being conducted utilizing Other than Full and Open Competition, in accordance with FAR 6.302-1. The follow-on competitive procurement is currently being processed by NAVSUP FLCN; however, this process will take more time than the remaining ceiling on the current MAC suite will allow. Therefore this modification action must be initiated to continue services until the new MAC suite can be awarded as the contractors that are currently performing under the contracts and are the only three sources that can provide the services without an unacceptable delay until performance begins through commencement of ordering under the competitive follow-on. The period of performance of the existing MAC is not being altered.
