Immigration and Customs Enforcement (ICE) is hosting an Industry Day for the re-competion of the Krome Service Processing Center (SPC) Contract. This Industry Day is open to all businesses. However, this contract will be competed as an 8(a) set-aside. Industry Day will be held as follows:Date: Tuesday September 25th, 2012Start Time: 9:30am ESTLocation: Krome Service Processing Center18201 SE 12th StreetMiami, FL 33194The attached Draft Statement of Objectives (SOO) is provided to interested parties for questions and comments. All questions and comments shall be in writing and submitted prior to Industry Day by September 14th, 2012. Submit all questions via email to Contract Specialist Tara Murphy at Tara.Murphy@ice.dhs.gov. Responses to all questions will be provided in writing via amendment to this Special Notice no later than Friday September 21st, 2012. Additional questions will be accepted in writing at Industry Day following a tour of the facility. Responses to all questions received during Industry Day will be posted to FBO by the following day. All questions received through this process will be included with the final, official version of the Solicitation that is posted at a later time to be determined. Each contractor interested in attending Industry Day shall provide a list of attendees no later than 6:00pm EST September 13th, 2012 to Tara Murphy via email at Tara.Murphy@ice.dhs.gov.Each contractor is limited to two attendees and must submit the following information for each attendee in order to gain clearance into the facility:NameDate of BirthSocial Security NumberContractors must bring a state or federal issued identification with them in order to gain access to the facility. Contractors in attendance will be given the opportunity to tour the SPC. This visit does not qualify as the mandatory site that will be required with the Solicitation, when that is posted. It is the intention of the Office of Acquisition (OAQ)/Detention Management (DM) to provide both small and large business interested in this unique contract opportunity with the chance to preview the Krome SPC and to provide small and large business with the opportunity to meet. In addition, OAQ/DM hopes to create a dialogue with Industry regarding this draft solicitation in order to improve it. U.S. Immigration and Customs Enforcement (ICE), a component of the Department of Homeland Security (DHS), intends to solicit a contract for Detention Management, Transportation and Food Services for the Krome Service Processing Center (SPC) located at:18201 SW 12th StreetMiami, Florida 33194The services required for this facility may include all contract oversight management, supervision, trained personnel, equipment, materials, supplies, licenses, permits, certificates, pre-employment screenings, administration, and any other resources necessary to provide various Detention Management, Transportation and Food Services for detainees at the Krome SPC. In addition, all Contractors shall be licensed as a qualified security service company in accordance with all laws, statutes, and regulations of the State of Florida, and the Contractor shall be responsible for maintaining current permits/business licenses throughout the term of the contract.The Government anticipates awarding a ten (10) year Requirements contract using fixed unit pricing. This contract will consist of a sixty (60) day transition period, eleven (11) month base year and nine (9), twelve (12) month option years. The Service Contract Act is applicable to this acquisition. All required clauses, provisions and transportation routes will be included in the solicitation and resulting contractual instrument.This procurement is being competed as an 8(a) set aside.The anticipated release date of the solicitation is on or about November 27th, 2012. The solicitation closing date will be sixty (60) days after release of the Request for Proposal (RFP). All interested vendors submitting proposals as the prime contractor will be required to attend a mandatory site visit. The date for the site visit has yet to be determined.Amendments to this synopsis will be made as needed and posted to FedBizOpps.gov.

The United States Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE) is responsible for the detention, health, welfare, transportation and deportation of detainees in removal proceedings, and those subject to final order of removal from the United States.The mission of the Enforcement and Removal Operations (ERO) Program is the planning, management, and direction of broad programs relating to the supervision, detention, and deportation of detainees who are in the United States illegally. These activities are chiefly concerned with the processing and enforcement of departure from the United States of detainees who have entered illegally or have become removable after admission. In implementing its mission, ERO is responsible for carrying out all orders for the required departure of detainees handed down in removal proceedings, or prior thereto, and arranging for detention of detainees when such detention becomes necessary.ICE requires respective Detention Management, Transportation and Food Services for the Krome Service Processing Center (SPC) located in Miami, Florida.The services required for this facility may include all contract oversight management, supervision, trained personnel, equipment, materials, supplies, licenses, permits, certificates, pre-employment screenings, administration, and any other resources necessary to provide various Detention Management, Transportation and Food Services for detainees at the Krome SPC.
