The Strategic Partners Acquisition Readiness Contract (SPARC) is an indefinite-delivery/indefinite-quantity contract vehicle awarded by the Department of Health and Human Services Centers for Medicare and Medicaid Services to procure a range of information technology services in support of CMS systems and programs. Accenture Federal Services was awarded the multiple award contract in 2016 with a potential value of $0.00 to serve as the major contract vehicle for CMS IT systems and support across the enterprise performance life cycle.
Two cost-plus-award-fee delivery orders have been issued against SPARC for procurement support services. A $690.8 million order to Accenture covers July 2021 through January 2027 to support the Federally Facilitated Exchange program, which manages health insurance marketplace functions for states relying on the federal platform. A $205 million bridge contract was also awarded to Accenture from January through July 2022 for continued Federally Facilitated Marketplace procurement support during the transition to a new contract vehicle. Both orders involve work performed in Arlington, Virginia and list major subcontractors including firms specializing in consulting, technology, and program management services to aid the delivery of contracted efforts.
