About this IDV

The Bureau of International Narcotics Law Enforcement awarded a $200 million multiple-award Indefinite Delivery Contract to Federal Resources Supply Company, LLC on December 21, 2020, with an ultimate completion date of June 20, 2026. This civilian agency contract supports the INL Office of Western Hemisphere Programs and procures forensic and non-intrusive inspection equipment, services, training, and program management support to strengthen law enforcement capacity in foreign countries. The original solicitation, posted in June 2019, sought equipment including forensic and laboratory devices, thermal and infrared imaging systems, drug and chemical detection equipment, handheld X-ray scanners, and non-intrusive inspection systems for cargo, rail, vehicles, and pedestrians. Federal Resources, a Stevensville, Maryland-based contractor with extensive experience providing specialized detection and analysis equipment to federal agencies, was selected as one of multiple awardees on a best value tradeoff basis with no set-aside designation.

Task orders issued under this contract demonstrate the breadth of deliverables across multiple countries in the Western Hemisphere, with performance locations including Ukraine, Colombia, Mexico, Honduras, Dominican Republic, and Guatemala. Notable delivery orders include a $42.9 million contract for counter-unmanned aerial systems equipment in Kyiv, Ukraine; a $16.83 million order for Rapid DNA Kits and Consumables in Ukraine; a $5.44 million contract supporting counternarcotics and law enforcement programs in Colombia; and $4.38 million for Thermo Fisher Scientific Gemini handheld chemical identification analyzers for the Mexican military. Additional task orders address specialized requirements including Explosive Ordnance Disposal equipment, boarding and contraband inspection kits, handheld drug detection units, site safety and tactical training, and forensic laboratory equipment. Pricing on individual delivery orders utilizes firm fixed-price structures, with contract values ranging from approximately $33,000 to $42.9 million depending on scope and equipment specifications, supporting INL's counterdrug, counterterrorism, and law enforcement capacity-building initiatives abroad.
