SERVICES PROVIDED MAY INCLUDE COLLECTION AND ANALYSIS OF PRIMARY AND/OR SECONDARY ENVIRONMENTAL, GIS AND RELATED DATA MONITORING, INNOVATIVE MODELING, RESEARCH, REPORTING, TRAINING SUPPORT, SAMPLING, MEASURING, DATA AND QUALITY ASSURANCE REVIEW, SOURCE TRACKING, DNA TESTING, EVENT PLANNING, MARKETING/MANAGEMENT SUPPORT, INVESTIGATION OF POTENTIAL ADVERSE EFFECTS, EDUCATION AND OUTREACH ACTIVITIES. THE REQUIREMENTS ARE ATTACHED AND ARE LISTED AS FOLLOWS: 1. PERFORMANCE WORK STATEMENT (PWS) 2. SAMPLE TASK ORDER 1 3. SAMPLE TASK ORDER 2 4. SAMPLE TASK ORDER 3 5. SUBMISSION INSTRUCTIONS 6. PAST PERFORMANCE FORM 7. EVALUATION THIS REQUIREMENT IS A SMALL-BUSINESS SET-ASIDE. THE EPA UNDERSTANDS THAT THE PERFORMANCE WORK STATEMENT IS BROAD IN SCOPE AND EXPECTS THAT VARYING SOLUTIONS MAY BE PROPOSED. EPA EXPECTS RESPONSES MAY INCLUDE A SINGLE CONTRACTOR OR TEAMING ARRANGEMENTS WITH ONE OR MORE SUBCONTRACTORS. BECAUSE OF THE TECHNICAL EXPERTISE AND BROAD RANGE OF SKILLS, THE EPA MAY MAKE MULTIPLE AWARDS. RESPONSES SHOULD INCLUDE ALL ITEMS DESCRIBED IN THE SUBMISSION REQUIREMENTS AND ADHERE TO THE INSTRUCTIONS ALL ELEMENTS OF THE SUBMISSION REQUIREMENTS SHALL BE EVALUATED, AND MISSING ELEMENTS MAY RESULT IN SUBMISSION BEING CONSIDERED NON-RESPONSIVE. THE EPA WILL EVALUATE RESPONSES BASED ON TECHNICAL, PAST PERFORMANCE, AND PRICE. I. TECHNICAL THE TECHNICAL SUBMISSION AND THE THREE SAMPLE TASK ORDERS SHALL BE EVALUATED INDEPENDENTLY BASED ON THE FOLLOWING TECHNICAL FACTORS: A. EPA SHALL EVALUATE THE NARRATIVE RESPONSES TO DETERMINE THE UNDERSTANDING OF THE PWS AND/OR SAMPLE TASK ORDERS. THE TECHNICAL EVALUATION TEAM WILL UTILIZE THE SELECTION CRITERIA ATTACHMENT TO RATE THE RESPONSES. RESPONSES SHOULD DEMONSTRATE TECHNICAL EXPERTISE AND UNDERSTANDING OF THE REQUIREMENTS. B. RELEVANT EXPERIENCE; EPA SHALL EVALUATE SPECIFIC RELEVANT EXPERIENCE THAT DEMONSTRATES AN UNDERSTANDING OF THE TYPES OF WORK DESCRIBED IN THE PWS AND SUCCESSFUL COMPLETION OF PROJECTS OF SIMILAR SIZE AND SCOPE. C. KEY PERSONNEL: EPA SHALL EVALUATE THE EXPERIENCE AND EXPERTISE OF THE KEY PERSONNEL. II. PAST PERFORMANCE THE EPA SHALL CONSIDER PAST PERFORMANCE SUBMISSIONS FOR PROJECTS OF SIMILAR SIZE AND SCOPE. THE IPA RESERVES THE RIGHT TO UTILIZE ALL OTHER AVAILABLE AVENUES TO OBTAIN PAST PERFORMANCE INFORMATION, INCLUDING PPIRS AND CPARS. III. PRICE PRICING SHALL BE EVALUATED BASED ON SCHEDULE PRICING FOR A 5-YEAR PERIOD, AND THE APPLICABLE DISCOUNTS QUOTED. SAMPLE TASK ORDER PRICING SHALL BE EVALUATED BASED ON LABOR RATES, AND LEVEL OF EFFORT. EPA ANTICIPATES FIRM-FIXED PRICING FOR SAMPLE TASK ORDERS.
