Description

Outreach recruitment engagement of eligible vets experiencing homelessness or at-risk of homelessness engagement and collaboration with COC committees, coordinated entry systems, non-profit and government partners, VET services orgs outreach, engagement and collaboration with ajcs collaboration and referrals with GPD, SSVF, HUD-vash outreach to unsheltered vets and encampments intake and assessment vital document and D-214 acquisition housing assessments benefits referrals job preparation skills assessment access to employment training individualized employment plans education engagement case management linkages and referrals to support services emergency temporary transitional permanent housing referrals job development employer engagement employment adjustment services financial assistance with transportation barriers financial assistance with training access financial assistance with background checks, certifications, and licenses financial assistance with workplace attire, tools, and materials job retention follow-up and coaching. Amvets will support COC S with additional services to vets experiencing homelessness and will also serve as a collaborative partner and services to key VA programs: grant and per diem (GPD), supportive services for veteran families (SSVF), and HUD-vash. The availability of hvrp services supports vets in partner programs to receive services focused on meaningful and self-sustainable employment able to support stable housing and to meet a VET S basic and economic needs. $22.14 as average hourly wage at placement goal. This benchmark was established to consider the average living wage rates of each state served by the proposed project. We propose an overall placement rate (employed exited) of 70.3%. This is in-line with our historical outcome rates at (70-75%). In year 1, amvets expects 74 placements from 106 exits and hold a 3-year aggregate metric of 201 placements from 286 exits (70.3%). We anticipate that cost per placement will be $8,466 in year 1, with a 3-year cost per placement rate of $8,715. We expect to serve 65% of enrolled vets with training services. We propose a goal of 45.8% for participants in unsubsidized employment in Q2 after exit from the program in year 1. The total goal for the 3-year period is set at 43.1%. We propose a goal of 22.3% for participants in unsubsidized employment in Q4 after exit from the program. We propose median quarterly earnings of unsubsidized employees in Q2 after exit at $8,596. This assumes that placed vets are earning the average per hour goal ($22.04) at a minimum of 30-hours per week for 13-weeks. No formal agreements or partnerships are in place, but amvets works with local, state, and federal entities, i.e. the identified COC communities, local SSVF providers, grant and per diem (US vets, access housing), VA medical center, VA medical center homeless veterans community resource referral center (CRRC), and other vets service orgs. Amvets partners with the ajcs across the service area for CO-enrollment of vets served by hvrp. Amvets connects with an internal collective of 25 faith orgs and a network of 90 community-based and non-profit orgs supporting efforts to end homelessness, address poverty, health, behavioral health, legal, and other basic needs for those in need. Amvets does not receive any additional DOL or DOL vets funding. Amvets receives funding from the US department of veterans affairs for the delivery of services under SSVF. Amvets also receives HUD funds through the COC competition to serve singles in permanent supportive housing and youth through transitional and rapid rehousing. The ORG receives various grants funding resources from trusts and foundations to serve other needs and fill gaps not supported by government funding.
