While there have been significant decreases in the unemployment rate nationally and locally, the growing housing barriers and rising cost of living facing low- and extremely low-income hawaii veterans are undeniable. While the proposed hvrp project will serve eligible veterans of all backgrounds and eras, the U.S.vets - barber s point workforce team seeks to target those facing the most formidable barriers to housing, including the aging veteran population (50 years or older), female-identifying veterans, and those with substance or mental health-related conditions. The project aims to locate and assist veterans at risk, homeless, unemployed, or underemployed to increase their earned income by helping them gain and retain employment. U.S.vets - barber s point has been operating hvrp since 2017 and serving honolulu county, hawaii and the island of oahu. Fourth quarter employent rate after exit target is 38.5%. At least 80% of enrolled veterans will participate in career advancement training.
