About this award

The Department of Justice Office of Justice Programs Victims of Crime awarded Rape, Abuse And Incest National Network (RAINN) a $1.999698 million Cooperative Agreement on October 1, 2025, under the Crime Victim Assistance/Discretionary Grants program (CFDA 16.582) to expand access to the National Sexual Assault Hotline by integrating the service into widely used online platforms including Discord, Signal, Telegram, Kik, and Roblox. The award funds 60,000 hours of hotline service delivery, reducing barriers to support for both adults and children by meeting victims on platforms where sexual abuse increasingly occurs. RAINN will deliver free, confidential crisis intervention and real-time support through these integrated channels, leveraging its 31 years of operating the nation's first and only national hotline dedicated exclusively to sexual assault survivors. Performance runs through September 30, 2028, with place of performance in Washington, DC. The award reflects RAINN's expertise in trauma-informed victim services and established partnerships across social media, gaming, and messaging ecosystems.

Description

The NSAH has provided free, confidential support to millions of victims. This project, expanding access to the NSAH, will leverage rainns technology experience and cross-sector partnerships to meet victims where they already communicate: on the online platforms where sexual abuse increasingly occurs. By integrating NSAH access into widely used social media, gaming, and messaging platforms, such as discord, signal, telegram, KIK, and roblox, rainn will reduce service barriers, engage both adults and children, and offer lifesaving support in real time. This grant will allow rainn to offer 60,000 hours of service via the NSAH. TA founding member of the national hotline consortium, rainn brings 31 years of demonstrated expertise, strong partnerships, and a proven ability to scale operations to meet emerging needs.
