Description
This is an interagency agreement between the national park service, manzanar national historic site(NPS) and the USFS- inyo national forest (USFS) to support visitor center operations for the owens valley interagency visitor information center (ovivic). The ovivic serves as the principle visitor contact and public information outlet for the owens valley 395 HWY corridor and manzanar national historic site. The USFS hosts the visitor center manager position, with each agency contributing salary and support costs. This interagency agreement provides the NPS share of associated costs. Funding provided through this IA provides the visitor center with critically needed seasonal staffing and assists in the operations and maintenance of the facility. This agreement P12AG70319 allocates NPS s responsibility for the payment of the costs of the ovivc and to provide for the operation and maintenance of the center. As part of this agreement, the NPS will provide funds to the USFS, as available within annual appropriations, to assist in supporting the ovivic visitor center operational costs. These costs primarily go towards personnel expenditures related to staffing the information center with seasonal employees. There are several direct and indirect cost savings. Direct cost savings include the cost of NPS personnel to provide services to visitors along the owens valley 395 HWY corridor and manzanar national historic site. Indirect costs include greater visitor contact and education for recreation on both agency management lands that thereby increase visitor safety, enjoyment and protection of resources. Article II. Statement of work the forest service agrees to: operate and maintain the center. Provide exemplary customer service regarding the natural and cultural heritage, recreational opportunities and public lands services available through each of the participating land management units. Maintain contact with the NPS key official and project manager throughout the duration of this project. Bill the NPS annually using the NPS interagency agreement P12PG70319 as a reference. The NPS agrees to provide reimbursement for maintenance and operations in support of the ovivc operation.
