The U.S. Department of Agriculture Agricultural Research Service awarded a total small business purchase order to Mill Creek Firelake JV LLC (an SBA 8(a) certified tribally-owned joint venture) for $305,457 on October 1, 2026, to install nine wall-mounted evaporator units and associated HVAC infrastructure at the USDA Center for Grain and Animal Health Research in Manhattan, Kansas, with completion due April 30, 2027.
Work includes mounting nine 24,000 BTU ductless minisplit indoor units in specified rooms approximately 7 feet above finished floor and 8 inches below ceiling, installing nine outdoor condenser/compressor units, routing condensate drains to building exterior, running comprehensive electrical service with conduit and wiring for nine 20-amp receptacles and nine 25-amp fused disconnects, and integrating all systems into the existing Johnson Controls METASYS building automation platform with programmed shutdown and staggered startup logic. Refrigerant linesets must comply with EPA AIM Act global warming potential standards below 700. The contractor must obtain all required permits and inspections and provide one-year warranty. Performance must commence within 10 calendar days of notice to proceed and complete within 60 calendar days.
