RFP-797-655A-03-0001-R6: 65VA X-Ray Equipment & Supplies
The Department of Veterans Affairs seeks vendors for a multiple-award, fixed-price indefinite delivery-indefinite quantity (IDIQ) contract for X-Ray Equipment and Supplies under Federal Supply Schedule 65VA, FSC Group 6525, with a standing solicitation that accepts offers continuously and has no closing date. The most recent amendment (0009, effective June 24, 2026) incorporates DEI compliance and subcontract flow-down requirements; Amendment 0008 (effective April 7, 2026) clarified contract extension options. This is an open and continuous procurement with no set-aside. Place of performance includes domestic delivery to the 48 contiguous states, Alaska, Hawaii, Puerto Rico, and DC within 45 calendar days after receipt of order. Offerings must span nine Special Item Numbers covering medical X-ray film, dental X-ray film, film illuminators and viewers, X-ray film processors, grids and cassettes, film cutters and perforators, angiographic injectors, and video X-ray equipment, plus an Introduction of New Products category. All products must be new items only—no refurbished or grey market goods. Offerors must comply with the Trade Agreements Act (U.S.-made or designated country end products), FDA medical device regulations, and System for Award Management (SAM) registration. Non-manufacturers must provide manufacturer letters of commitment confirming supply availability. The Industrial Funding Fee is 0.5% of quarterly sales; sales reporting is due within 30 calendar days of quarter-end. Economic Price Adjustment provisions apply per GSAM 552.238-120 (September 2024). Contract awards run five years from the effective date of award and may be extended for up to three additional five-year periods at the government's discretion with 30 days' written notice. Small business subcontracting plans are required for other-than-small-business offerors when estimated contract value exceeds $700,000 over ten years. New offerors must submit either a Contractor's Qualifications and Financial Information Form or two years of audited financial statements and demonstrate at least $150,000 in annual commercial sales or $25,000 in annual government sales. The NAICS code is 325992; the PSC code is 6525.
