J&A for Capacity Increase to Architect-Engineer Services and the Design of Energy Efficiency Utility and Energy Consuming System Projects at Shore Facilities in Various Locations Worldwide
The Department of the Navy Naval Facilities Engineering Command has awarded a capacity increase to contract N39430-23-D-4051 to CH2M Hill / Clark Nexsen Joint Venture on a sole-source basis under a limited sources justification, effective August 7, 2026.
The justification invokes 10 U.S.C. 3204(a)(2), Unusual and Compelling Urgency, based on rapidly evolving global threat environments and Navy mandates to close energy resilience gaps. Demand for specialized energy security design and microgrid engineering has exponentially outpaced historical projections, with the existing IDIQ contract experiencing accelerated utilization. Critical projects requiring immediate execution include facilities at NAVFAC Pacific, Joint Base Pearl Harbor-Hickam, Puget Sound Naval Shipyard, CNIC Sasebo Japan, Camp Lemmonier Electrical Power Plant, and ERCIP design work for Pacific nodes. The underlying IDIQ has a base ordering period of 60 months from September 18, 2023 to September 17, 2028 and provides architect-engineer support for energy security, utility systems, and energy-consuming systems at Navy shore facilities worldwide. Services encompass specialized expertise in energy, water, and utility systems with supporting architectural, mechanical, electrical, civil, structural, and environmental disciplines. The primary funding source is Operations and Maintenance, Navy (O&M,N). The Contracting Officer determined costs will be fair and reasonable per FAR Part 15, with robust pricing controls on future task orders including Independent Government Estimates and a fixed fee cap of 10% of estimated construction costs where applicable. NAVFAC plans to award a new competitive Energy A-E IDIQ contract in the future to remove competition barriers for subsequent procurements.
