Information will be collected both from evaluation of organizational documentation, tables of organization and equipment (toes) and from interviews with unit personnel who can explain the function and mission needs of the transformed unit. The contractor will also have complete knowledge of the army s planning, programming, budgeting and execution system (ppbes) to be able to make recommendations relevant to facilities management. These recommendations may include changes in facility use, relocations of units or parts of units, plans for the transformation period, new construction or conversions of facilities. The contractors must have extensive knowledge and expertise in the army s real property planning and management processes in general and an understanding of the unique situation associated with the newly adopted regional approach to planning and management of the army s real property issues.
