Description

The ministry of defense faces immense challenges in establishing, developing, and implementing policies and guidance in support of federal government of somalia national defense strategy documents and to provide political oversight of the somali national army (SNA). With all previous institutions long defunct, the somali government must establish entirely new security institutions from the ground up, especially, the ministry of defense. As such, the ministry of defense including military forces as well as local and national police and virtually the entire criminal justice sector remain extremely weak. Complicating these efforts is endemic corruption, and a deeply entrenched clan system. The purpose of this program will be to improve the ability of the ministry of defense to plan for, resource, and manage stabilization activities carried out by the somali defense sector.
