The purpose of this Appendix A to the Agreement is to outline the relationship between Environmental Incentives, Inc. (Prime Contractor) and Social Solutions International, Inc. (Subcontractor) in the Program Cycle Mechanism (PCM) Program in support of USAID s Bureau for Policy, Planning, and Learning (PPL), and to clearly define the roles, responsibilities, and expected outcomes and outputs of Subcontractor. Overall Objective The overall objective of this mechanism is to improve the effectiveness and sustainability of USAID interventions in order to achieve lasting development outcomes by building Agency capacity to implement the Program Cycle effectively and cohesively. Background The Program Cycle is USAID s operational model for planning, delivering, assessing, and adapting development programming in a given region, sector or country to advance U.S. foreign policy. It encompasses guidance and procedures for: Making strategic decisions about programmatic areas of focus and associated resources; Designing projects and associated activities to implement strategic plans; and Learning from performance monitoring, evaluations, and other relevant sources of information to make course corrections as needed and inform future programming. As the Agency s operational model for development programming, the Program Cycle is the main vehicle for incorporating Agency and foreign policy priorities into programming, such as the Journey to Self-Reliance. The Program Cycle Mechanism will provide support to USAID s Bureau of Policy, Planning, and Learning (PPL) or any future iteration of this bureau if restructured as proposed into a Bureau for Policy, Resources and Performance for the purpose of strengthening implementation of the Program Cycle throughout the Agency. This may include assisting in the development or revision of policy, guidance, and training; supporting innovative capacity building approaches; providing direct staffing and technical assistance support to Missions and Washington Operating Units (OUs); supporting implementation of the Program Cycle at an Agency-wide (versus OU) level; and facilitating the sharing of Program Cycle resources online with USAID internal and external audiences. Since the original inception of the Program Cycle in 2012, the Bureau for Policy, Planning, and Learning (PPL) has implemented various mechanisms to increase Agency capacity in the Program Cycle and to strengthen Program Cycle implementation. Some of these mechanisms have focused broadly on provision of technical assistance for all components of the Program Cycle; others have focused exclusively on particular components, particularly those related to monitoring, evaluation, and collaborating, learning and adapting (CLA). These mechanisms have also historically supported specific capacity building efforts, including providing expert technical advice, development of tools and guidance, delivery of classroom and online training and workshops, support for internal and external web-based platforms to disseminate guidance and promote knowledge management, and organizing peer-to-peer communities of practice and learning opportunities. Recently, PPL mechanisms have also supported the placement of Monitoring and Evaluation (M & E), Learning, and Project Design Fellows in Missions and Washington OUs. This new mechanism is intended to incorporate elements of PPL s existing and past Program Cycle mechanisms into one, comprehensive mechanism for Program Cycle support throughout USAID, with the intention of making it easier for USAID OUs to access these services through individual buy-ins to the contract. The intended direct beneficiaries of this mechanism include Agency staff both overseas and in Washington and may include other U.S. Government staff and USAID partners, directly or indirectly. We anticipate that many of the mechanism s objectives will be implemented on-demand via Mission or Washington OU buy-in. This Program will be implemented
