Description
"critical functions" the national center for education statistics (nces) is supporting an international assessment of adult literacy called the program for the international assessment of adult competencies (piaac). Piaac assesses literacy, numeracy, and problem solving in technology-rich environments using computer-based and paper-based assessments and assesses components of reading using paper-based assessments only among adults ages 16-65. The program activities officially established in march 2008 included the field test development in 2009, field test data collection in 2010, the main study data collection in 2011-2012, and reporting of the results in 2013. More information about the study can be found at http://nces.ED.GOV/surveys/piaac/. The purpose of this project is to secure professional and technical services to carry out the work as outlined in this PWS. Support for piaac entails a wide array of activities, including technical reviews and analyses, and management support. The work requires personnel with technical and content expertise and experience conducting, preparing, and writing reviews and communicating with other contractors and the international consortium. The international consortium, led by the educational testing service (ETS) is contracted by the organization of economic cooperation and development (oecd) to develop the piaac procedures and instruments, set standards for sampling and data collection, and scale the data and create an international data set. The consortium works with participating countries throughout the life of the project.
