Mobile SLAM LiDAR Scanning Systems
The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health, seeks two complete backpack-mounted mobile SLAM LiDAR scanning systems on a firm-fixed-price basis, with quotations due September 21, 2026, at 9:00 AM Eastern Time. The procurement is unrestricted with no set-aside.
Place of performance is West Mifflin, Pennsylvania, with delivery required within 60 calendar days after award. Each system must be capable of capturing three-dimensional point clouds in confined underground coal mine environments with dynamic range noise of 3 mm or better, static range noise of 2 mm or better, and indoor accuracy within 10 mm. Required specifications include measurement range of 0.5 m to 25 m, 360-degree horizontal field of view, 270-degree vertical field of view, point measurement rate of at least 420,000 points per second, SLAM/registration controls for repeatable alignment, operating temperature range of 0 degrees Celsius to 40 degrees Celsius, and offline functionality for core processing and registration. The scanner/head component must weigh less than 3 pounds. Each system must include all hardware (scanner, controller/data-logger, batteries, chargers, cables, backpack carrying system, protective transport cases), software licenses supporting E57, LAS/LAZ, PTS/PTX, and CSV/XYZ export formats, minimum one-year warranty and technical support, user documentation, and 24 hours of virtual instructor-led training for three Government personnel. The procurement is manufacturer-neutral and does not require a specific brand or part number. Award will be made to the responsible quoter whose quotation is technically acceptable, meets the delivery requirement, and provides the lowest evaluated total price. If artificial intelligence or computer vision functionality is proposed, an AI Compliance and Risk Management Plan must be submitted. Amendment 0001 (issued September 17) revised requirements to specify backpack-mounted configuration, clarified field data collection and processing requirements, and extended the quotation deadline from September 17 to September 21. Amendment 0002 (issued September 18) clarified that the procurement is unrestricted and not an 8(a) set-aside. Questions were due September 15, 2026.
