Description
Hurricane katrina destroyed an unprecedented portion of the core communications infrastructure throughout the gulf coast region. Nearly 3 million customers lost telephone service. Broadcast communications were similarly affected. The ability to establish emergency communications networks was hampered by the significant environmental damage to core ground-based infrastructure. This resulted in a challenge that was more a problem of operability rather than interoperability. The complete devastation of the communications infrastructure left responders and citizens without a reliable network across which they could communicate and coordinate critical life-saving response operations. The inability to connect multiple communications plans and architectures clearing impeded all levels of government in performing essential duties. The need for providing robust communications capability that can be rapidly configured and/or restored is a high priority.this statement of work describes the first steps in gathering input and data related to the functional and technology requirements to enable timely and effective communication networks after a large-scale disaster.
