About Preusser Research Group, Inc.

Preusser Research Group, Inc., doing business as Preusser Research Group Inc., is a small, for-profit organization specializing in behavioral traffic safety research and evaluation services for federal and state agencies. Established in 1987 and registered in SAM.gov since 2013, the company has become a key partner in supporting the National Highway Traffic Safety Administration (NHTSA) and other Department of Transportation entities in their efforts to reduce traffic injuries and fatalities. Preusser Research Group provides a comprehensive range of services, including research study design and implementation, data collection and analysis, program evaluation, and technical assistance related to various aspects of traffic safety, such as seat belt usage, impaired driving, distracted driving, and speeding.

Through federal contract awards, Preusser Research Group has conducted numerous projects for NHTSA, focusing on critical areas of traffic safety. These projects include examining the crash responsibility of alcohol- and drug-positive drivers, implementing and evaluating seat belt enforcement programs in rural communities, studying the effectiveness of high-risk communication strategies, and assessing the impact of traffic stop reprioritization. The company has also been contracted to implement and evaluate the "Buckle Up Phone Down" challenge in mid-sized cities and to assess the effectiveness of New York's rear seat belt law. Additionally, Preusser Research Group secured a contract with the Department of the Interior's Bureau of Indian Affairs to conduct an Indian Country Seat Belt Survey. These contracts, typically structured as cost-plus-fixed-fee or firm-fixed-price agreements, demonstrate the company's expertise in designing and executing complex behavioral research studies to inform traffic safety policies and interventions.

Preusser Research Group has also received numerous federal grant sub-awards, primarily supporting state-level traffic safety initiatives. The company has conducted statewide pre- and post-seat belt observation surveys for the New Mexico Department of Transportation, coinciding with the "Click It or Ticket" national enforcement mobilization. Similar work has been performed for the Rhode Island Department of Transportation, including observational surveys and DMV intercept surveys related to seat belt use. In Louisiana, Preusser Research Group has conducted comprehensive observational and attitudinal surveys covering topics such as impaired driving, seat belt use, distracted driving, and speeding for the Highway Safety Commission. These grant-funded projects demonstrate the company's role in helping states assess the effectiveness of their traffic safety programs and comply with NHTSA requirements for data collection and reporting.

Preusser Research Group holds two significant federal contract Indefinite Delivery Vehicles (IDVs) with NHTSA. The first, awarded in December 2023 with a ceiling value of $783,000, is a single-award contract under the National Enforcement and Justice Service Program. This IDV allows the company to provide research, education, and technical assistance services supporting various traffic safety initiatives through May 2029. The second IDV, awarded in May 2021 with a ceiling value of $2,237,250.09, is part of NHTSA's Small Business Behavioral Safety Research Support program. This single-award contract, set aside for small businesses, enables Preusser Research Group to conduct a wide range of behavioral safety research activities, including data collection, program implementation, and evaluation services through May 2026. Both IDVs have resulted in multiple task orders for specific research projects, reinforcing Preusser Research Group's position as a key partner in NHTSA's efforts to improve traffic safety through evidence-based interventions and policy development.
