Pencho Slaveykov Public Library

Pencho Slaveykov Public Library, a non-profit organization and child entity of Varna Municipality (a Bulgarian foreign government entity) headquartered in Varna, Bulgaria, operates as a federal grant recipient under the Department of State's Bureau of Educational and Cultural Affairs, delivering cultural exchange and educational programming aligned with U.S. public diplomacy priorities in Bulgaria.

The library's federal footprint consists entirely of grant work — ten project grants totaling $120 thousand obligated across all awards, with no contract or sub-award presence. All awards flow from two Department of State agencies: the Bureau of Educational and Cultural Affairs accounts for eight awards (80% of the portfolio), and the Bureau of European and Eurasian Affairs for two awards. The library has served no other federal customers. Recent grant work centers on the American Corner Varna initiative, a cultural space operated by the library and funded through recurring annual project grants. The most recent award (October 1, 2026, completion September 30, 2027) funds a year-long American Corner programming cycle aligned with U.S. Embassy Sofia public diplomacy priorities, the Freedom250 initiative, and the American Spaces Program. A prior award (October 1, 2025, completion September 30, 2026) focused American Corner programming on celebrating America250 and promoting American culture, education, innovation, and excellence. An August 1, 2024 grant ($120 thousand obligation noted in source; completion July 10, 2025) targeted STEAM education for forty young people from four small towns near Varna's Black Sea coast, emphasizing innovative access to education for residents of financially struggling villages. One earlier award (October 1, 2024, completion February 28, 2025) was terminated in alignment with an executive order or ALDAC determination that the award no longer effectuated agency priorities.

Activity is sparse and episodic — two awards in 2022, one in 2023, two in 2024, one in 2025, and one in 2026 — with no sustained growth trajectory. Only one award faces ultimate completion within the next twenty-four months, presenting minimal recompete pressure. The library competes exclusively under full-and-open solicitation, not set-asides. As a foreign non-profit organization, Pencho Slaveykov Public Library is ineligible for small business certifications (8(a), HUBZone, SDVOSB, WOSB) and operates outside the prime federal contractor market; its federal role is limited to recipient-side grant administration for cultural and educational programs serving bilateral U.S.-Bulgaria relationship objectives.
