About the company
Islamic Leadership Institute Of America, Inc. (doing business as Islamic Leadership Institute ILI), a Baltimore-based nonprofit educational institution and minority institution, operates exclusively as a federal grant sub-recipient, delivering youth justice and leadership development programming to justice-involved populations under sub-awards from the Executive Office of the State of Maryland.
ILI holds no federal contracts and no prime grant awards; all three awards in the source carry sub-award status, totaling $344 thousand obligated across the past three years. The vendor's customer base is highly concentrated: the Department of Justice Office of Justice Programs Office of Juvenile Justice and Delinquency Prevention accounts for two of three awards through Maryland's executive office as the prime grantee. The third award, dated September 2023, reflects physical security infrastructure improvements (barriers, access controls, blast-resistant windows, and electronic surveillance systems) with an itemized budget structure suggesting either capital reimbursement or facility hardening work; the other two awards, both dated July 2025 and July 2026, support the "I-Can-Lead" Juvenile Empowerment Program, which delivers evidence-based leadership coaching, cognitive behavioral skill training, workforce readiness support, and reentry planning to approximately 300 justice-involved youth ages 12 to 24 across eight juvenile facilities and community reentry settings in Baltimore City, Howard County, Prince George's County, Montgomery County, and Washington County, Maryland. Program personnel and operating expenses for the I-Can-Lead curriculum—which includes 19 courses, four specialization tracks, 72 hours of coaching, and a capstone competition—are funded under these sub-awards. Activity is sparse and episodic: one award in 2023, one in 2025, and one in 2026. ILI operates as a nonprofit tax-exempt entity with no commercial contracting presence or prime federal award footprint.
