Biblioteca Nationala A Romaniei is Romania's national library located in Bucharest, registered in SAM.gov since 2012 with a foreign-owned, not-for-profit organizational structure. The organization has been a recipient of federal grant awards from the U.S. Bureau of Educational and Cultural Affairs, focusing on advancing U.S. foreign policy priorities through cultural and educational programming. While specific details about the library's primary mission are not provided in the award documentation, its engagement with U.S. government grants suggests an active role in international cultural exchange and diplomatic initiatives.

The federal grant awards received by Biblioteca Nationala A Romaniei are exclusively from the American Spaces Bureau, with consistent annual project grants spanning from 2022 to 2025. These grants are specifically designed to support programming that advances U.S. Department and U.S. Embassy foreign policy priorities, with emphases on national security, economic prosperity, and promoting American values of freedom of speech and democracy. The grants have included no-cost extensions and amendments, such as increasing award amounts under the FY25 American Spaces Support Funds (ASSF) and incorporating compliance certifications with federal anti-discrimination laws. The grant periods typically run on an annual cycle, with completion dates consistently set at the end of each calendar year, indicating a structured approach to implementing cultural and educational exchange programs that showcase U.S. leadership and innovation internationally.
