About American Towing & Recovery, Inc.

American Towing & Recovery, Inc., doing business as American Towing & Repair, is a women-owned and minority-owned small business based in Barstow, California, with additional operational presence in Ridgecrest, California. The company has been registered in SAM.gov since January 20, 2010, and holds multiple federal small business certifications, including SBA Certified Women-Owned Small Business, DOT Certified DBE, and designations as a Minority Owned Business and Native American Owned entity. American Towing & Recovery provides comprehensive automotive support services to federal agencies, specializing in vehicle repair, maintenance, marshalling, and fleet management services that support the federal government's vehicle acquisition and disposition operations.

Throughout its federal contracting history, American Towing & Recovery has primarily served the Federal Acquisition Service (FAS), a civilian agency within the General Services Administration, through a combination of purchase orders and delivery orders designated as total small business set-asides. The company's contract portfolio demonstrates expertise across multiple service categories, including automotive mechanical repairs, auto body repairs, and vehicle marshalling services across multiple geographic zones. Recent awards include a $19,990 purchase order for automotive mechanical repairs (awarded October 27, 2025), a $251,780 delivery order for Zone 4 Marshalling Support Services under the TTL_IDIQ vehicle (awarded October 8, 2025), and a $12,091 purchase order for Zone 4 Marshalling Services in Ridgecrest (awarded October 7, 2024). Historical awards dating back to 2021 include multiple purchase orders ranging from approximately $4,700 to $41,814 for automotive mechanical repair, auto body repairs, and marshalling services. All awards have been made exclusively by the Federal Acquisition Service, with the majority structured as total small business set-asides, reflecting the agency's commitment to supporting women-owned and minority-owned small business enterprises.

American Towing & Recovery currently holds a significant Indefinite Delivery Contract with the Federal Acquisition Service valued at $1,522,550, awarded on October 1, 2025, for Zone 4 Auction and Marshalling services with a period of performance extending from October 1, 2025 through September 30, 2026, and four optional 12-month extension periods through September 30, 2030. This IDC supports the GSA's Fleet Acquisition Support Branch in managing federal vehicle disposition and sales operations, with services encompassing vehicle management, inspection, telematics installation, sales preparation, and transportation of federal vehicles across the United States and its territories. The contract is structured as a multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) vehicle with 30% of awards in Zone 4 reserved for small business participants, positioning American Towing & Recovery as a key small business provider within this procurement framework. Pricing under the IDC is flexible, allowing for flat rate, flat rate plus percentage of sale proceeds, or percentage of sale proceeds arrangements, enabling the GSA to optimize cost efficiency while supporting an estimated annual throughput of approximately 60,000 federal vehicles, including 30,000 vehicles destined for sale.
