About this program
The Federal Emergency Management Agency (FEMA) awards Fire Prevention and Safety grants (CFDA 97.151) to support fire-prevention activities targeting high-risk populations and firefighter safety research and development, with the most recent opportunity (DHS-25-GPD-044-00-97) closed as of June 22, 2026.
FEMA posted the Fiscal Year 2025 Fire Prevention and Safety solicitation on May 18, 2026, with applications due June 22, 2026. The program funds two activity categories: fire-prevention and safety activities designed to reach high-risk target groups and mitigate fire-related deaths and injuries, and research and development activities aimed at improving firefighter safety. Eligible applicants include city and county governments, tribal governments (federally recognized), public higher education institutions, and 501(c)(3) nonprofits. Applications undergo a multi-phase merit-based review process in which FEMA first screens for eligibility and duplication, then electronically ranks applications against priorities established by a Criteria Development Panel composed of representatives from major fire service organizations. Highest-ranked applications advance to peer review panels where subject matter experts evaluate narrative statements using weighted criteria including financial need, vulnerability, project description, implementation plan, cost-benefit analysis, and (for R&D projects) scientific rigor, potential impact, and partnerships. For R&D projects, both fire service and scientific panels participate. FEMA conducts additional reviews assessing technical feasibility, costs, eligibility, financial integrity, and compliance with federal requirements. Final selection derives from overall ranking, technical evaluation, and program office review to ensure alignment with program goals and statutory requirements. Applicants denied awards may request reconsideration in writing within 30 days of notification. Recipients may request a period-of-performance extension within 120 days of expiration if compelling legal, policy, or operational challenges warrant it. Applications are submitted through the FEMA Grants Outcomes (FEMA GO) portal and require a UEI number, EIN, active SAM registration, and FEMA GO account maintained throughout the grant lifecycle.

- Criteria for selecting proposals
The FP & S Grant Program uses a multi-phase, merit-based process to select applications. Initially, FEMA reviews applications to confirm eligibility, ensure accurate narrative statements, and check for duplication among applicants sharing facilities. Applications are then electronically ranked based on how well they align with program priorities established by the Criteria Development Panel (CDP), which includes representatives from major fire service organizations. The highest-ranked applications are forwarded to peer review panels, where subject matter experts independently evaluate narrative statements using weighted criteria such as finances, vulnerability, project description, implementation plan, and cost-benefit for FP & S activities, and scientific rigor, potential impact, and partnerships for R & D activities. For R & D projects, both fire service and scientific panels participate in the review. Additional FEMA reviews assess technical feasibility, costs, eligibility, and financial integrity, including risk assessments and compliance with federal requirements. Final selection is determined by overall ranking, technical evaluation, and program office review to ensure awards align with program goals and statutory requirements.
