About this opportunity
The Federal Emergency Management Agency is soliciting applications for the Fiscal Year 2025 Fire Prevention and Safety Grant Program, with an application due date of June 22, 2026. The program distributes $32.4 million across approximately 100 awards, with individual awards ranging from $1 million to $1.5 million (Early Career Investigator research projects capped at $600,000), and requires a minimum 5 percent nonfederal cost share.
Eligible applicants include fire departments operating in the 50 states and U.S. territories, federally recognized Indian tribes, public higher education institutions, 501(c)(3) nonprofits, county governments, and city/township governments with fire prevention expertise. Each eligible entity may submit one application per activity, with up to three projects per application.
The program funds two distinct activity categories: Fire Prevention and Safety Activities designed to reach high-risk target groups and mitigate death and injuries from fire-related hazards (including community risk reduction, wildfire mitigation, code enforcement, origin and cause investigations, and national/regional programs); and Research and Development Activities aimed at improving firefighter safety, health, and well-being (including clinical studies, technology development, preliminary studies, and early career investigator grants). The period of performance ranges from 12 to 48 months depending on activity type.
Applicants must maintain expenditures at not less than 80 percent of their average spending in the two preceding fiscal years. Fire departments receiving awards must report to NFIRS or NERIS during the performance period and achieve required NIMS compliance by project completion. Applications are submitted through FEMA Grants Outcomes (FEMA GO) with standard federal forms plus program-specific narratives. The FP&S Activity undergoes peer review by fire service professionals; the R&D Activity undergoes dual Fire Service and Science panel reviews. The program is listed under CFDA 97.151.
Synopsis
The Department of Homeland Security (DHS) Federal Emergency Management Agency's (FEMA) Grants Programs Directorate is responsible for the implementation and administration of the Fire Prevention and Safety (FP & S) Grant Program. The purpose of the FP & S Program is to enhance the safety of the public and firefighters with respect to fire and fire-related hazards. The FP & S Program offers grants to support activities in two categories: (1) activities designed to reach high-risk target groups and mitigate incidences of death and injuries caused by fire and fire-related hazards ("Fire Prevention and Safety Activity") and (2) research and development activities aimed at improving firefighter safety ("Firefighter Safety Research and Development Activity"). The program guidance document provides potential applicants with the details of the requirements, processing, and evaluation of an application for financial assistance for both of these activity areas.
