About this program
The Federal Emergency Management Agency (FEMA) is funding field operations and sample collection for the BioWatch Program (CFDA 97.091), a federally managed, locally operated biological detection system, with the next application deadline at July 30, 2026 for the FY 2026 BioWatch Grant Program solicitation.
BioWatch detects aerosolized biological attacks by maintaining a network of air samplers strategically deployed across over 30 metropolitan areas in 22 states, protecting roughly one-third of the U.S. population and covering high-visibility special events. Funded activities include deploying and maintaining air monitoring units, collecting and replacing filters daily, transporting filters to BioWatch laboratories, and optionally performing laboratory operations such as sample processing, analysis, and results reporting. Recipients also assist with planning, preparedness guidance, training, exercises, and response coordination with state and local authorities upon threat detection.
All 33 grants in the portfolio are Cooperative Agreements. The Department of Homeland Security Countering Weapons of Mass Destruction office issued 30 awards totaling $181.9 million, while DHS issued 3 awards totaling $186.2 million, for combined federal dollars of $368.1 million. The program's recent award activity shows limited velocity—only one award per year from 2012 to 2014, two awards in 2015, and one award in 2016, with the most recent award dated August 1, 2016. Recent representative awards include field operations and sample collection cooperative agreements: $13.5 million obligated in September 2015, $8.9 million obligated in July 2013, and $11.0 million obligated in January 2011.
Eligible applicants are state and local government agencies, regional governmental organizations, and public institutions of higher education. The current solicitation (DHS-26-GPD-091-00-99), posted July 15, 2026, closes July 30, 2026 and funds field operations in identified metropolitan areas. A second active opportunity (DHS-26-CWMD-091-00001), posted April 16, 2026 with due date May 6, 2026, is modified for specific applications such as Galveston and targets city, county, and special district governments. The period of performance runs August 1, 2026 through July 31, 2027, with yearly renewal or extension possible if performance is adequate and funding is available. Preapplication coordination and environmental impact assessment are required; Executive Order 12372 intergovernmental review applies where the state has selected the program for review.
