About this opportunity
The Department of Homeland Security Office of Procurement Operations is soliciting applications for the BioWatch Program, a federally managed, locally operated early warning system designed to detect the intentional release of aerosolized biological agents in designated U.S. jurisdictions. Eligible applicants include city/township governments, county governments, and special district governments operating within 16 jurisdictions across Arizona, California, Florida, Michigan, Missouri, Ohio, Pennsylvania, Texas, and Wisconsin. Key requirements include hiring U.S. citizen personnel capable of obtaining DHS security clearance, completing comprehensive training in equipment operation and sample handling, and maintaining 24/7/365 monitoring capabilities. Applicants must submit a mandatory pre-application by April 30, 2026, at 4:30 p.m. Eastern Time, sign a DHS Non-Disclosure Agreement, and submit final applications by April 30, 2026, at 11:59 p.m. Eastern Time. The anticipated award date is May 1, 2026, with evaluation based on submitted SF-424 and SF-424A forms, budget and program narratives, and required certifications.
The opportunity offers up to $10,000,000 in total federal funding distributed across up to 20 cooperative agreements, with individual award values ranging from $150,000 to $2,000,000 per recipient. The period of performance runs from May 1, 2026, through July 31, 2026, requiring recipients to establish operational capabilities within this timeframe. No cost-sharing requirement is imposed on recipients, and no allowance exists for pre-award costs or research and development projects. Recipients must comply with DHS Standard Terms and Conditions, submit annual performance progress reports within 30 days of budget period end, and complete closeout activities within 120 days of the performance period conclusion.
