About this program

The Social Security Administration terminated the Social Security Research and Demonstration program (CFDA 96.007) in February 2025 per Executive Order 14151, and no funds were issued in fiscal 2025. Do not pursue this program.

The program historically funded research and demonstration projects on topics relevant to Social Security's Old Age, Survivors and Disability Insurance (OASDI) and Supplemental Security Income (SSI) programs, including social, economic, and demographic research; training and education for scholars and practitioners on disability, rehabilitation, and work; and dissemination of research findings to policymakers and the public. Eligible applicants included research organizations, educational institutions, hospitals, state and local governments, nonprofits, and for-profit organizations (provided profit was not retained). Private individuals were not eligible.

The program distributed 144 awards totaling $270.5 million in federal funds (with $354.2 million in combined federal and non-federal dollars obligated) since its inception in 1997. Awards were predominantly Cooperative Agreements (75 percent of awards), with smaller shares of Project Grants (24 percent) and Block Grants (1 percent). The Social Security Administration was the sole funding agency. Recent award activity showed variable cadence: two awards in 2024, twelve in 2023, one in 2021, eight in 2018, and two in 2016. The most recent award, dated October 1, 2024, was a $2.34 million Cooperative Agreement to the Institute for Research on Poverty for the Analyzing Relationships between Disability, Rehabilitation, and Work (ARDRAW) Graduate Student Research Program.

Grant opportunities had posted regularly through mid-2024, including the Interventional Cooperative Agreement Program (ICAP, due June 21, 2024), which funded randomized controlled trials and demonstration projects testing interventions to increase employment and self-sufficiency among individuals with disabilities, and the ARDRAW program (due August 2, 2024), which awarded $15,000 stipends to graduate students conducting supervised research on disability and work topics.

The program's termination in February 2025 closes this funding line. Any ongoing awards may continue through their stated completion dates, but no new grant opportunities will be posted.

How to apply

Criteria for selecting proposals

Research grants are selected based on the merit, quality of analysis, research and dissemination strategies. Certain programs focus on the ability to perform program management activities; understanding the scope of the program, experience and knowledge of disability issues and past performance.

Award procedure

Office of Acquisition and Grants provides a Notice of Grant Award (or a Notice of Cooperative Agreement Award) as official notice for approved applications. The notice indicates award amount, the purpose of the award, award terms and conditions, the budget period, the anticipated project period, and the grantee's cost-sharing requirement.

Renewals

Grants can be extended and continued via formal application, which is subject to approval. If an application is recommended for approval for 2 or more budget years, the grantee must submit a formal request for funding continuation each year accompanied by a progress report. This will be evaluated prior to a recommendation of continuation of funding.
