About this opportunity
The Interventional Cooperative Agreement Program (ICAP) is a funding opportunity from the Social Security Administration (SSA) that will award cooperative agreements to allow the SSA to collaborate with states, foundations, and other non-federal entities on interventional research and programs. The goal is to increase employment and self-sufficiency of individuals with disabilities, including people of color and other underserved communities, by coordinating planning between agencies, assisting claimants in underserved communities, and conducting outreach. Eligible applicant types include city/township governments, small businesses, independent school districts, tribal governments, county governments, nonprofits, higher education institutions, for-profit organizations, special district governments, state governments, and public or Indian housing authorities. The application deadline is June 21, 2024.
The grant program is funded under the Social Security Research and Demonstration grant program (CFDA 96.007) and has a project period of up to 5 years, with the first year focused on implementation planning. Recent awards under this program have ranged from $3-5 million in cooperative agreement funding for academic institutions, state entities, and nonprofits to conduct research and pilot interventions related to promoting self-sufficiency and employment for disability beneficiaries.
Synopsis
This funding opportunity will award cooperative agreements allowing the Social Security Administration (SSA) to collaborate with States, foundations, and other non-federal groups and organizations who have the interest and ability to identify, operate, evaluate, and partially fund interventional research. The research and interventions under this program will target increasing employment and self-sufficiency of individuals with disabilities, including people of color and other underserved communities (whether beneficiaries, applicants, or potential applicants of the Disability Insurance (DI) or Supplemental Security Income (SSI) programs); coordinating planning between private and public human services agencies to improve the administration and effectiveness of the DI, SSI, and related programs; assisting claimants in underserved communities to apply for or appeal decisions on claims for DI and SSI benefits; and conducting outreach to people with disabilities who are potentially eligible to receive SSI. SSA intends the projects to have a project period of up to 5 years, with the first year intended to put any necessary data agreements into place, recruit additional partners, and conduct any other implementation planning activities. If the project is able to meet these milestones in the first year, funding may be continued to implement and evaluate the project for up to four years.
