About this program

The Executive Office of the President's Office of the National Drug Control Policy (ONDCP) funds research and data analysis on drug policy issues under Assistance Listing 95.007, with the most recent grant award issued on September 15, 2025.

The program funds research and policy-relevant data analysis on illicit drug supply, drug consumption patterns, and emerging drug threats. Recent awards support specific applied activities: emergency department substance use surveillance through re-testing of biological specimens for fentanyl, methamphetamine, and novel synthetic substances; wastewater-based epidemiology to monitor drug consumption patterns at the U.S. southern border; overdose response strategy pilots implementing public health and public safety partnerships; and applied learning experiences for graduate students conducting drug policy research. The program predominantly funds Project Grants (67 percent of awards) with a substantial share of Cooperative Agreements (33 percent).

ONDCP accounts for virtually all activity under this program, having issued 20 of 21 awards totaling $21.2 million in federal dollars obligated over the past decade. The single remaining award came from the broader Executive Office of the President for $100 thousand. Over the past five years, the award cadence has ranged from one to four grants annually, with four awards in 2024 and two in 2025. Combined federal dollars obligated across the program total $21.3 million. Recent award magnitudes range from approximately $56 thousand to $1.2 million, with most awards between $150 thousand and $700 thousand.

Multiple grant opportunities are currently open. ONDCP posted solicitations in August and September 2026 for improved tribal capacity to identify emerging drug threats (due September 13, 2026, and August 31, 2026, respectively); nonfatal overdose research in emergency departments (due August 31, 2026, eligible applicants limited to 501(c)(3) nonprofits and public higher education institutions); and applied drug policy research experiences for graduate students (due September 6, 2026). All current opportunities support Cooperative Agreements and require demonstrable expert knowledge and extensive experience in drug research and data analysis. Applicants must also comply with federal audit and record-retention requirements, including submission of audits within nine months of fiscal year close to the Federal Audit Clearinghouse.
