About this program

The Corporation for National and Community Service (CNCS) is funding technical assistance, data readiness support, and outcomes-based contracting infrastructure for Pay for Success (PFS) projects addressing youth development, economic opportunity, and healthy futures in low-income communities under Assistance Listing 94.024, with the most recent grant awards issued in December 2016.

Program activity has stalled since late 2016. Twenty Project Grants totaling $26.9 million in federal dollars obligated (with $64.9 million in combined federal and non-federal funding) were awarded between 2014 and 2016, with 12 awards in 2016 and 8 in 2014. No subsequent grant awards appear in the portfolio. The most recent grant opportunity (FY 2016 Social Innovation Fund Pay for Success Cooperative Agreement, CNCS-12-09-15) closed on February 11, 2016; no current solicitation is evident in the source.

CNCS Office of Grants Management dominated funding, awarding 15 grants totaling $21.7 million in federal dollars, while the parent CNCS entity awarded 5 grants totaling $5.2 million. All 20 awards were Project Grants. Funded activities center on technical assistance contracts that help state and local governments structure outcomes-based contracts, conduct data integration and analytics, and build capacity for PFS implementation. Representative recent awards include Harvard Kennedy School's Government Performance Lab ($4.3 million, June 2016) providing transaction structuring services to five jurisdictions; Social Finance Inc. ($2.46 million, December 2016) launching "Outcomes Rate Cards" as a contracting methodology; and Third Sector Capital Partners ($3.65 million, December 2016) supporting five youth development performance hubs with data readiness and PFS developmental support. Non-federal match contributions were substantial—the source documents examples including University of Washington's $2.6 million commitment to a child welfare project and multiple foundation commitments ranging from $175 thousand to $2.4 million per award.

Eligibility under the FY 2016 opportunity extended to county and city governments, state governments, federally recognized and unrecognized tribal organizations, private higher education institutions, and 501(c)(3) nonprofits. The program does not offer an appeals process, and grant records must be maintained for three years from final Federal Financial Report submission.
