About Local Initiatives Support Corporation
Local Initiatives Support Corporation (LISC), a national nonprofit community development organization based in New York, NY, serves as a prime recipient of federal grant awards across multiple federal agencies and programs. LISC leverages its expertise and partnerships to provide technical assistance, capacity building, financing, and program implementation services to support affordable housing, economic development, community safety, workforce development, and other community revitalization initiatives. As a tax-exempt corporate entity registered with SAM.gov since March 2004, LISC functions as both a direct service provider and intermediary, working with local community organizations, Community Development Financial Institutions (CDFIs), housing agencies, municipalities, and other stakeholders to expand economic opportunities and improve conditions in underserved communities nationwide.
LISC's federal grant portfolio demonstrates extensive work across housing, workforce development, criminal justice, and economic development sectors. In housing and community development, LISC has received substantial funding from the Department of Housing and Urban Development for programs including Indian Housing Block Grants (IHBG), Community Compass Technical Assistance and Capacity Building, Section 4 Capacity Building for Community Development and Affordable Housing, and HOME Investment Partnerships. For charter school facility financing, the U.S. Department of Education funded LISC's DREAM BIG Fund initiative to provide credit enhancement through loan guarantees and debt reserves. In workforce development, the Department of Labor's Employment and Training Administration has funded LISC to implement youth reentry programs and SNAP Employment and Training initiatives, with the organization serving as both prime recipient and intermediary working with sub-awardees in multiple states. LISC's community safety work has been supported through the Department of Justice's Bureau of Justice Assistance and Office of Juvenile Justice and Delinquency Prevention for initiatives addressing community violence intervention, school safety, and rural violent crime reduction. Additionally, LISC has received funding from the Community Development Financial Institutions Fund for base financial assistance, healthy food financing initiatives, and rapid response programs; from the Small Business Administration for community navigator programs and congressional community project funding; from the Department of Agriculture for rural cooperative development and community facilities; and from the National Endowment for the Arts for creative placemaking technical assistance. Sub-award recipients include state agencies such as the Rhode Island Department of Human Services, Department of Health, and Department of Administration; local government entities including the City of Norfolk and County of Chesterfield; and other community-based organizations, reflecting LISC's role as a capacity-building intermediary distributing federal resources to advance community development objectives across diverse geographic areas and policy domains.
